Focusing on the cultivation of ability and competencies instead of knowledge is the trend of the world educational reform and development. Therefore, English curriculum objectives of ordinary high school in China is shifted from cultivation of comprehensive language application ability to the cultivation of English Key Competencies which include language competence, cultural quality, thinking quality and learning ability.The thesis, taking Fuzhou as a example, intends to study the current situation of cultivation of English key competencies in senior middle school through questionnaire survey and class observation. There are three questions to be answered; 1) What is the current situation of cultivation of English key competencies in Fuzhou? 2) What are factors affecting the development in English key competencies? 3) What can be done to improve the development in English Key Competencies so as to realize the educating people oriented idea instead of the knowledge oriented one.This thesis first states the relationship of knowledge, ability and competence and discusses the connotation of subject key competencies and English Key Competencies. Based on the above discussion, two questionnaire are designed and carried out among students and teachers respectively. The results of questionnaire survey indicate that the development of the four English Key Competencies is unbalanced. The developments of students'language competence and cultural quality are better than those of thinking quality and learning ability. The research also finds out the factors that affect the cultivation of students'four English key competencies are curriculum design, teaching materials, teacher's conception and teaching measures through analyzing the teacher questionnaire and the result of class observation. Thus, at the end of the thesis, some suggestions are made to better develop the four English Key Competencies in terms of curriculum design, teaching material, teachers'conception and teaching methods. It hopes to provide guidance for better implementation of the new English Curriculum Standards.
