Since 1986 in our country implements nine-year compulsory education,the basic popularization of the nine-year compulsory education in our country at the turn of the century.Regions due to geographical and historical reasons,the difference is still large.To realize the education fair,our country put forward the education balanced development strategy.In recent years,through effort at all levels of government,in the same area on hardware most achieve the equilibrium between different schools,basically meets the requirements of the school education teaching.But balanced education is not only the balance education resources,more important is the balance of education quality.And to truly realize the education balanced development,will be based on the characteristics of the schools,combined with the school of geographical environment,cultural characteristics and opt a breach for the reality of our school,and blaze new trails,“soft“ organic combination,go the way of the development of the distinctive.Mudanjiang city is located in the northeast frontier in China,the whole education development relative lag,the schools are different.Therefore,in the perspective of compulsory education balanced development,determine the school features the importance and necessity of development.Through the investigation,we found some school is good at using local characteristics in the process of development,the reasonable distribution of school resources,lead to a good school.Such as,Mudanjiang city model of experimental primary school the use of nearly a century long history,rich cultural atmosphere,the advantageous resources superiority,formed the very distinctive “labor education“ school characteristics,become the national universities,for the characteristics of the construction of the school history provides a successful example.Mudanjiang city experimental middle school students lack of civility serious weaknesses as breakthrough,more measures simultaneously,formed the “etiquette education“ school characteristics,the school to enter the ranks of the best schools in Mudanjiang city,for urban and rural weak school characteristic school provides a successful example.At the same time,the research also found that there are some problems in the construction of characteristic schools also,aiming at these problems puts forward the characteristics of small and medium-sized school create five kinds of methods,three strategies can be used.Education balanced development is not part of the development of the school,not all equally school development,but the schools have distinguishing feature based on the actual development.Both weak school and high-quality schools,both rural schools and urban schools,in the school condition,steady progress,insist on characteristic brand,unswervingly take the path of development suited to their own characteristics.
