Research On Problems And Strategies Of The National University Base Of Cadre Education And Training In China

China attaches great importance to education and training of cadres recent years,continue to broadens its channel,it is no longer just rely on Party schools and other institutions,university has become the important participants of cadre education and training.It has advanced theories,first-class teachers and massive high-quality educational resources,supplies the system of cadre education and training,promotes the teaching methods reform,improves the quality of cadre education and training.China promulgated the "Opinions on Establishing and Standardizing the Universities base of Cadres Education and Training" in 2009,it established the first batch of national universities bases of cadres education and training,organization department,education departments and universities attach great importance to its construction.After that,the universities base has made great progress,its construction and operation has been a common concern of the administrative department and the practical workers.This study investigated 4 university bases through interview,forms a basic understanding of its scale,organization,system and other aspects,then looks for present problems,finally puts forward strategies.This paper expounds the related concepts firstly,analyzes the relationship between university base and the theory of further education management,learning party and new public management.Then the paper investigates the current situation of University base through interview,summarize it from five aspects:the development process and general situation,the organization construction,the market work,the teacher and curriculum management,the class and student management.On the basis of investigation and summary,this paper sums up the problems:its facilities are weak,brand characteristics are vague,management is imperfect,information exchange is blocked.Finally,aiming at the above problems,the author puts forward strategies from 4 aspects.First,it should make full use of the advantages of universities to create brand,distinguished from other institutions.Second,it can strengthen the facilities,endeavor to available resources,build learning organization.Third,it could improve the education management system,manage teachers and students scientifically and efficiently.Fourth,it need to promote external communication,defend communication channels,establish long-term communication mechanism,strengthen the information exchange with the training needs unit,Party school,and other university bases.
