Since the foundation of the People's Republic of China,the education career in our country has made remarkable progress.Its fast growth and the high quality have surprised everyone,at the same time;it has made a great contribution to improve people's cultural level in our country.With the development of the world in the Internet age,the renewal speed of knowledge has reached an unprecedented level.The competitions between countries are more and more embodied in the talents' competition.With the changes of China's population structure and economic development,the requirement towards education has also evolved from quantity to quality improvement.For teachers,how to realize the withdrawal of incompetent teachers,promote the flow of talents,and the rational allocation of education resources have become the questions that current teachers must face in their management field.The author starts from the perspective of perfecting teacher withdrawal system.Through the collection and comprehension of the texts about the teachers' managements and related policies,consulting the relevant experts' and scholars' books and academic papers in this field and with the interviews on local administrative department of education,the school principal,full-time teachers and local personnel departments,the author collected a lot of firsthand materials,and then constructs the structure of teacher withdrawal system framework in our country from the respects of management main body,the quit reason,basis of withdrawal and withdrawal's program.According to the reality of the system of primary and secondary school teachers' quit in our country,the author finds out some existing problems: the unclear on the management main body of teacher withdrawal,the poor execution teacher withdrawal's reason and the lack of legal basis on teacher withdrawal,besides,the withdrawal program is not standardized.Then the author analyzes the causes of the problem.This paper borrows some experience and features from many education-developed countries,such as the United States,Britain and Japan about the management main body,withdrawal reason,withdrawal basis,and withdrawal programs of teacher withdrawal systemOn the basis of comprehensive research results of scholars both at home and abroad,the author puts forward some ideas and suggestions on perfecting our system of primary and secondary schools' teacher withdrawal.The first one is to build thoughts and ideas on teacher withdrawal.Secondly,it must be clear that who are the subject and object of teacher withdrawal management.Thirdly,we need to know the reasons of teacher withdrawal.Fourthly,we need to perfect the basis of teachers quit.Fifth,standardizing the operating procedures of teachers' withdrawal system is necessary.Finally,it's also important for the other institutions to play their roles to cooperate this system.Through these measures,on one hand,we are expecting to establish a scientific,reasonable,objective and effective teachers' withdrawal system,making it can be fair and specification on withdrawal incompetent teachers,promoting the replacement of Chinese primary and secondary school teachers' talent teams,and offering the guarantee to solve the structural surplus on teacher system,to realize the sustainable development of education careers.On the other hand,we are hoping it can abundant related theory about the system of teacher management in China and we also hope to contribute our meager strength to improve the teachers' management system for our country.
