The establishment system is the foundation of the personnel system in our country.In recent years,the establishment system in our country has been continuously reformed.In the process of reform,many primary and secondary schools have the phenomenon of hiring teachers out of staff,which brings a series of risks and problems.In order to promote the reform and improvement of the policy of teacher preparation in China,we should respond to the call of general secretary Xi Jinping for preventing and resolving major risks and improving risk prevention and control ability,and support the administrative departments of education to manage related phenomena.This paper studies the phenomenon of extra teachers employed in primary school and secondary school.The scope of the research object is limited to the phenomenon that in the public primary and secondary schools of our country,the education departments or schools employ the teaching staff engaged in the education and teaching related work in addition to the teacher establishment standard stipulated by the policy according to the actual education development needs.This paper uses the theory of risk management to guide the analysis of the phenomenon of employing teachers outside the primary and secondary schools,and follows the research framework of "identification,early warning,analysis and evaluation,response and prevention".Using literature,interview and questionnaire methods to collect research data,on the basis of a comprehensive review and understanding of the phenomenon of teachers hired outside primary and secondary schools,we do a generic analysis,classify risk identification and measurement evaluation,combined with the theory of public governance,put forward countermeasures and suggestions for the risk of Teachers hired outside primary and secondary schools.Specifically,the content of this paper is composed of: the first chapter is the introduction of the source of this topic,the significance of the study,the logical framework and methods of the study.The second chapter is the preparatory work for the risk management of the phenomenon of non staff teachers in primary and secondary schools.The third chapter analyzes the specific situation and identifies the risk according to the phenomenon classification.The fourth chapter uses AHP and fuzzy comprehensive evaluation to measure and evaluate the identified risk.The fifth chapter analyzes the decision-making of riskmanagement based on the governance theory,which is divided into two sections.The first section is to analyze the specific management measures of each risk,and the second section is the comprehensive risk management decision-making method.The sixth chapter is the conclusion.Among them,the first two chapters make a comprehensive and clear analysis of the phenomenon of employing teachers outside the editorial board in primary and secondary schools,and recognize its essence;the third to fifth chapters are the main parts of risk management analysis,the third chapter's risk identification and the fourth chapter's analysis and evaluation provide the basis for the fifth chapter's risk response and prevention;the sixth chapter summarizes the innovation and shortcomings of the full text,draws research conclusions and policy implications,and makes theoretical leaps and bounds In practical application,the combination of theory and practice is realized.
