In recent years,our country has paid more and more attention to pre-school education,and has issued a series of important documents and instructions.In July 28,2010,the CPC Central Committee and the State Council issued the "National Medium and Long Term Educational Reform and Development Program(2010-2020)" and formally introduced pre-school education into the modern national education system,requiring vigorous development of pre-school education.Meanwhile,clearly put forward the future development of three major tasks of pre-school education: first,"basic popularization of pre-school education”,second,“clear government responsibilities",third,“focusing on the development of preschool education in rural areas".On November 21,2010,the general office of the State Council formally promulgated the "Opinions of The State Council on The Current Development of Pre-school Education"([2010]41)(hereinafter referred to as' country ten ')and highlighted the importance of pre-school education,indicating the nature of pre-school education.For a long time,preschool education is one of the weakest links in China's education system,and the development of preschool education is faced with many difficulties and problems that need to be solved urgently.Inner Mongolia pastoral areas have vast territory and sparsely population.And there are also some phenomena such as residential dispersion,traffic inconvenience,lacking of information and unbalanced distribution of educational resources.At the same time,the development of education is also lagging behind.There is no kindergarten near these pastoral areas.The parents' awareness of preschool education is gradually increasing,and they have been realizing the importance of preschool education.But there exist many misunderstandings.Preschool children have their own particularity.Their self-care ability is not enough,and they cannot deal with the problem of learning and living alone.Therefore,in order to let the children have the opportunity to study in kindergarten,parents have no choice except going into town.Children's study companion is a necessary measure to ensure fair access to preschool education in pastoral areas.However,there are also some urgently concerning problems,such as behavioral aspects of children's study companion in the pastoral areas,kindergarten teachers' management of children's study companion,the cooperation between parents and teachers and the management of children's study companion in the pastoral areas and so on.Therefore,based on the existing literature and research,the researcher tries to investigate the accompanying phenomenon of accompanying kindergarten in the pastoral areas,find out the existing problems of pastoral children accompanying phenomenon,such as putting forward some specific suggestions and countermeasures toward the kindergarten management of grass-roots units.The paper can provide guidance and advice for the kindergarten teachers and parents in pastoral areas.
