After World War ?,Germany rebuilt higher education by means of enacting higher education law,establishing colleges and universities,promoting the construction of higher education quality assurance system,etc.Up to present,a more mature and standardized quality assurance system and a sound mode for talent cultivation have been formed in Germany.Germany government always adheres to the baseline in the field of Quality of Higher Education,reflects profoundly,continually optimizes higher education quality assurance system by working together with colleges and universities.Germany has extensive experience in developing and improving higher education internal quality assurance system,which can provide a reference for the construction of higher education internal quality assurance system in China.In this context,this paper studies on Germany higher education internal quality assurance system.By methods of document analysis and case analysis,this paper researches on Germany higher education quality assurance system and its specific operation mode from the aspects of the historical evolution,the development path and the structure of internal quality assurance system.This paper mainly consists of four parts.Based on the background of German quality assurance system development,firstly the first part abstracts the period characteristic of "implicit" and "explicit" of German quality assurance system development,and the impact of Bologna Process on German higher education quality assurance system.The second part researches on the driving factors of building German higher education internal quality assurance system,e.g.boycott external professional certificate by colleges and universities,coordinated development of certification system and internal quality assurance system.Then combined with the development strategy of German higher education,this paper concludes the necessity of developing internal quality assurance system.The third part analyzes in-depth the internal quality assurance system of University of Duisburg-Essen in Germany by SWOT analysis,summarizes the advantages and disadvantages,opportunities and challenges,and concludes the four points as follows,a)Colleges and universities should strengthen the consciousness of quality assurance internally;b)Building and developing internal quality assurance system contribute to form internal quality culture in colleges and universities;c)Diversification and continual improvement of the procedure of internal quality assurance can improve awareness and participation of relevant parties;d)Cooperating with external agencies contributes to the development of internal quality assurance system.The last part,based on the reference of the successful experience of Germany higher education internal quality assurance system,this paper proposes the inspiration for developing higher education internal quality assurance system in China:Colleges and universities in China should build internal quality assurance system according to their own conditions.The increase of relevant parties' awareness and motivation contributes to the development and improvement of internal quality assurance system.Building sound external agencies can help improve internal quality assurance system.Building internal quality assurance system must be associatively combined with other internal links of colleges and universities.
