Rural Attraction: Formation, Measurement And Regulation

With the help of the new urbanization as well as the construction of new countryside,villages all around China have made remarkable achievements in the conservation of nature,economical,social,cultural fields.While positive effects brought about by the rural development have gained widespread attention from both the government and society,further improvement is still restricted by quite a few bottlenecks.How to improve the attractiveness of rural areas to promote the rational distribution of population and resources in urban and rural areas is an important issue that we are facing today.In this case,the theory of human-environment connection system,he theory of urban and rural harmonious,the push and pull theory,the rural versatility theory and the theory of gravity and work as basic guidance in this paper.Based on a comprehensive perspective,a clearer definition of the rural attraction is made while a discussion on the system structure,influencing factors and formation mechanism of rural attraction is taken,after which the comprehensive index system of rural attraction and its control path is proposed.The Lighting Village in Wangcheng District,Changsha,Hunan province is taken as a study case in order to provide positive reference not only for the promotion of the regional rural attraction but also for the construction of beautiful countryside construction.The main conclusions of this paper are as follows:(1)Rural attraction refers to attract rural regional system of urban and rural people,logistics,capital flow,information flow to the rural areas and offer comprehensive ability.it is determined by the rural production,living conditions,ecology and landscape.At the same time,it closely related to a comprehensive,regional and dynamic characteristics and diversity.The structural expressions of rural attention are as follows: A=F(R,C,S),while R is on behalf of the rural pulling,C on behalf of urban thrust,S on behalf of urban and rural resistance,F(.)represents the function relationship.(2)Rural attraction is composed of three factors: rural supply system,urban thrust system,urban and rural resistance system.It is mainly affected by the supply of rural areas,accessibility of urban and rural areas as well as urban demand diversity.The basis of rural attraction is the pulling produced by rich rural production,comfortable life,suitable ecology,beautiful landscape.The forming process of rural attraction is based on the impetus arising from demands of the majority of citizens in different types and levels.Urban residents make decisions according to the accessibility of urban and rural areas,combine the unique resources and environment of the countryside with the demand of the city,and promote the potential attraction of the countryside into a real attraction.These three systems of rural attraction work together and form the final rural attraction during the interaction and cycle process of time and space.(3)The single index quantification and multi-index are used to measure rural attraction,including the target layer,the layer and the index layer.The target layer is founded by the abundance of rural production,living comfort,ecological suitability,landscape reputation,accessibility,the layer includes factors of agricultural production,social culture,ecological environment and so on eight aspects.The Index layer includes farmland productivity,social harmony degree and external 24 indicators such as traffic convenience.On this basis,a SI-MI method is used for measurement,and results are divided into A,B,C three grades.Radar Chart Analysis and IPA analysis is taken to analyze measurement results of rural attraction.(4)Adopting the regulation of macro-micro organic coupling paths to regulate the country attraction.Aimed to modify the structure of country system,macroeconomic regulation and control includes strengthen the rural pull and reducing the resistance between urban and rural areas.Micro adjustment which is made up of four decision step,aims to strengthen internal factors of rural areas.(5)Questionnaire survey and on-the-spot investigation are taken while rural economic statistics and statistical yearbook are utilized to carry out a quantitative measurement for the rural attraction of Guangming Village.Results indicate that Lighting Village belongs to A class in terms of comprehensive attractiveness,is made that LightingVillage should strive to enhance economic strength,Promote scenic attraction,promote the quality of life,increase the income of farmers,protect local characteristics to improve the rural comprehensive attraction and to become a beautiful village which is suitable for industry,life and ecology.
