Research On The Index Of Cities' Attraction To College Students And Its Indicator System

Talent is the primary resource in the knowledge economy time.As the competition for talents is increasingly fierce among cities in China,improving the attractiveness of cities to college students has become a top priority.This study is based on talent mobility and talent attraction theories,introducing an index system to faithfully reflect the attractiveness of each city to college students,and providing a reference for governments' talent policies.Firstly,this paper sorts out existing literatures on talent mobility and talent attraction at home and abroad,and summarize the theoretical and practical experiences of the index system about city attraction to talents.However,it is found in existing research that the index of city attraction to college students is hardly unpacked.There are problems such as the lack of theoretical ground for the index system construction,the less emphasis of the indicator system on the researched talent groups,and failure of selected indicators to fully achieve the evaluation purpose.In light of this,this paper applies Push-Pull theory and talent demand theory,combining Chinese and Western cultural difference theory and the characteristic of college students' demand,trying to construct an index of cities' attraction to college students.The index system can be evaluated from four dimensions,which are economic opportunity,life quality,public service and ecological environment.It includes 4first-level indicators,14 second-level indicators,and 27 third-level indicators.Subsequently,the weights of indicators at all levels were determined by expert survey method and analytic hierarchy process method,and the indicators were dimensionlessly processed using the extreme value method to determine the index synthesis scheme.After the index system construction is completed,this paper carrries out an actual operation of the index,and further analyse to test the operation effect of the index.Cities can use this index to analyse their strengths and weaknesses in attracting college students in all aspects,formulate targeted policies to attract college students by taking advantage of external environment and their strengths,and achieve long-term development for the city.
