Under the background of the basic education market-oriented reform,in order to fulfill education requirements from different groups,improving the school quality,promoting the innovation and the balanced development of education,British coalition government introduced free school policy in 2010.Free schoolsare state-funded but privately-run academies.It enjoys greater autonomy.Since the date of creation,the free school has acquired outstanding achievement.This thesis takes literature research method and give a comprehensively analysis on the background and influence factors of the free schools based on the school-running mechanism.Introducing the school running subjects,pinpointing the school requirements.It explores the guarantee mechanism and the operation mechanism from two dimensions of external and internal respectively.According to the assessment reports,survey data and public feedback,it evaluates the running effect of the free schools.Depending on the analysis,then outline the characteristics of the school-running mechanism.This paper includes six parts:Chapter one,this part states the background factors which contribute to produce the free schools,elaborating from the aspects of British political ideas,existed educational problems and the globaleducation reform effects.In addition,recommending the current development situation of the free schools.Chapter two,this part explains seven different types of school-running subjects and their rights and obligations.At the same time,clearing the school requirements,it comprises the objectives,school types and the process of application.Chapter three,from the external level,explores the safeguard mechanism of the free schools.This part illustrates all kinds of institutions that from the state,local and society,which provide supports for free schools.It mainly includes: the overall planning of the British Department for Education,the fund of the Education Funding Agency,the supervision of the Office for Standards in Education,the assistance of Local Education Authority,the guidance of the Regional School Committee,the consultation of the New School Network,and the assistancefrom schools,communities and other agencies.Chapter four,from the internal level,explores the running mechanism of the free schools.Explaining the specific operational logic and ways of trust management,financial operation,staff employment,admissions arrangement and curriculum provision.Chapter five,this part mainly evaluates the results of the free schools.According to the survey data and public feedback,presenting excellent performance on the academic performance,intercollegiate effects,improve quality,educational innovation and social identity five aspectswhich has achieved by the free schools.In addition,discussing queries and criticism that caused by free schools.Chapter six,in view of the above research,this part attempts to summarize the characteristics of the school-running mechanism in macro-perspective.Itcontains: following to the new liberal ideals,implementing "quasi-market" mechanism;Adhering to the requirements orientation,providing a wide range of education options;Putting a high value on the education accountability,entrusting professional institutions to govern;Stressing self-development,the school running process full of tension.
