This paper studies the problem of balanced allocation of inter school teachers in rural primary schools.The development of rural education is relatively backward,which directly affects the overall level of national education quality.The quality of school education depends on the quality of school teachers.Therefore,teachers have become the direct factors that affect the quality of teaching,but also the indirect factors that affect the educational equity.Affected by various factors,there is a big difference between urban and rural teachers in rural areas,which leads to the development of compulsory education in rural areas.The development of rural compulsory education is not balanced,the loss of teachers and students,and the decline of the quality of rural education.Therefore,to promote the balanced development of the county rural primary school teachers,conducive to the realization of the nearest school students,guarantee the students' healthy development,to improve the overall teaching quality of rural schools,more conducive to achieving a balanced development of compulsory education in rural areas and the realization of educational equity.In this paper,based on the investigation and research of A County in Dezhou City,the author makes a survey of the status quo of rural primary school teachers from two aspects: quantity and quality.Based on the questionnaire survey,16 rural primary schools in A County of Dezhou province were selected,and a total of 340 questionnaires were distributed to the teachers of the 6 villages in the county of,and the recovery rate was up to 99.7%.The survey found that the allocation of resources teachers in rural primary schools in Dezhou A county has advantages include: gender distribution of male and female teachers structure is reasonable,the sex ratio of male and female teachers were 57.2%,42.8%;a large number of senior teachers,the ratio to 56.6%;final degree as college graduates and more teachers are becoming a pillar of the development of rural schools,the proportion was 59.6%.There are rural primary school teacher resources allocation problems are mainly teachers over staff and shortage coexist;teachers' age structure is “lean”;the first level of teachers;teacher training opportunities.The calculation of the rural primary school differences in all aspects of the index found that the rural primary school teacher resources allocation coefficient is 0.66.By including the causes of these problems: two structure in urban and rural areas and the effect of teachers' flow rate is low,low wages,poor working environment,not the correct teacher occupation values,the rural social structure changes,the effects of poor teacher training.In order to reduce the difference in rural schools teachers,improve the overall quality of education of rural compulsory education schools and realize the balanced development of compulsory education,we should actively promote the construction of new urbanization,improve the urban and rural teachers' rotation exchange policy;improving the rural teachers' social status and wages;reconstruction of rural cultural structure and guide the teachers to set up the correct values of occupation;continuously improve the quality of rural teachers,and bottom-up training,to meet the needs of professional development of teachers.
