The balanced development of compulsory education in a county area means the county government must set up the idea of the balanced development,adjust the strategy of the development of compulsory education according to the factual condition,realize the balanced development of compulsory education between the country and the city,make sure the balanced development of compulsory education in the same area and insure different people could have equal rights and conditions in receiving education.The basic representation of it is that the schools in the country and city should develop according to the unified standard on the aspects of outlay devotion,schoolhouse building,establishment equipment and teachers arrangement so as to realize the standardization of school building,the equilibrium of teachers arrangement and the high quality of education development.In recent years,Hebei Province has paid much attention to balanced development of the compulsory education,and the compulsory education has developed neatly.The rates of enrollment and entrance to schools of a higher grade have increased steadily,the input in education has grown year by year,the teacher resources and the school condition have changed greatly,and the rural compulsory education budget has been guaranteed.The new curriculum reform has deepened gradually,and the essential-quality-oriented education has propelled solidly.But,the non-balanced status of compulsory education is also obvious in Hebei Province,which mainly exists in different regions,the urban and rural,and different schools,and embodies in education expenditure,teachers and condition in school.The non-balanced status has many negative effects,which have already hindered the implementation of the education equity partly.This paper chooses the data of the compulsory education expenditure,the level of teachers and the conditions of running the school in the three counties and cities of Hebei Province.Based on the theory of educational equity,the education is equal,the educational process is equal and the educational results are equal.Differences were statistically analyzed and compared.Through the statistical analysis of the data,we find out the problems and causes of the unbalanced compulsory education and put forward the corresponding countermeasures and suggestions based on the existing problems.
