Since the 90s of 20th century, along with the popularization of nine-year compulsory education, the problem of the balanced development of education has already been the important content in the development of our modern education. To achieve the target as follows, promoting the balanced development of rural education persistently, and healthily, solving the problem of the large quantity and small scale problem and dispersed school problem that existed in rural schools layout, achieving the optimized allocation of educational resources, improving the quality of education and the benefit in rural schools, various rural regions of our country began to implement a series of restructuring works of school layout.The field research indicated that some remarkable achievements have achieved in the efforts of the adjustment of our rural school layout after years of practice. Although, we benefited from the adjustment of school layout, solving some issues confronted in the rural school education, achieving the better optimized allocation of educational resources, improving the school scale benefit and educational quality significantly, and promoting the balanced development of education to a certain extent in certain areas, at the same time, some new imbalance brought by the improper adjustment of rural school layout to the development of rural education. That prominently manifested in the educational opportunities imbalance resulting from the increased school drop-out rate, the inter-school development imbalance deprived from the further widening gap between schools, education development imbalance caused by the absence of family education, cultural development imbalance caused by rural culture absence and national cultural crisis, and other imbalance. The reasons caused these imbalances are mainly the following aspects:the lack of scientific and rational planning and implementation of the layout adjustment of school in some rural areas, the finiteness of school education resource and the allocation imbalances of educational resources, the neglect of the importance of family education in the layout adjustment of the schools, the inaccurate understanding of the relationships among schools, rural education and rural culture. Accordingly, some countermeasures have been advanced to solve the imbalances of the layout adjustment of the rural schools:First, the programming of the layout adjustment of rural schools should be established and carried out scientifically; Second, the management and allocation of resources should be done better; Third, village schools should be understand correctly and adjusted carefully, and strengthening the building of the rural schools, Forth, the appropriate compensation mechanism for education should be established, and the burden on the education of farmers should be reduced; Fifth, we should attach importance to and strengthen the family education; Sixth, we should pay much attention on the development of rural cultural and national cultural education.
