Rationalizing the distribution of schools plays an extremely important role in promoting the development of basic education in China. This paper starts from the distribution adjustment of the compulsory education from primary and secondary schools in Changsha City, through investigation and analysis of the current adjustment development status, existing problems causes of compulsory schools, reesulting in that urban development and construction must be re-thought the layout of the school structure, so that the the education can be balanced in the region, inter-school education, so as to promote the balanced development of the compulsory education in Changsha city, to ease the "school choice" contradictions, to enhance people's satisfaction with education.The paper consists of four parts:Part I:The necessity analysis of compulsory schools'layout adjustment. From the theoretical and practical's perspective, from the national status to the local's to analyze the necessity of layout adjustment. Part II:The current status of Changsha City's layout of the compulsory school. Analyze the existed status of the schools'layout of the city, meanwhile, cutting from the old town, the new areas and city outskirts to explain the problems in the layout of the schools'adjustment. Part III:The causes of problems in the layout of the compulsory school in Changsha City. Beginning with the less qualified school construction caused due to insufficient investment, imbalance of teachers and students and imbalance of the students' resource, explain the causes which leads to the adjustment difficulties. Part IV: The strategy of Changsha City's adjustment of the compulsory schools. Aiming at the major problems in the adjustment of the layout of urban schools, starting with the implementation of laws and regulations, reforming schools'mechanism and innovating the diversity recruitment mechanism, and strengthening the construction of the teachers, to get countermeasure of the layout of the adjustment.
