Research On The Impact Of Withdrawing The County To Set District On Economic Growth

Urbanization is widely regarded as an important component of modern economic growth.It includes the process of transforming an economy from an agricultural dominated rural economy into an industrial urban economy.The urbanization of our country also shoulders the important task of expanding domestic demand and stimulating economic growth.From our experience of city development,the adjustment of administrative divisions is an important tool to promote the central city,and city administrative division adjustment policies are mainly two types: the creation of a new city and expand the existing city scale.The means of creating new cities include the establishment of municipalities directly under the central government and the removal of counties as county-level cities.The means of expanding the scale of cities are mainly the removal of counties and districts.Overall,the two types of policies have expanded the urban space,the difference is that the former increased the number of cities in China,both big cities and small cities,while the latter significantly expanded the size of the existing cities.Predecessors have studied the establishment of municipalities and county county-level city policy effect,on the one hand the establishment of municipality directly under the central government,conducive to economic growth,but the adjustment of administrative divisions changed greatly,the central government rarely used.On the other hand,the effect of removing counties as county-level cities is not satisfactory,so the policy was frozen after 1997.It is replaced by the withdrawing the county to set district policy,especially in recent years,the main reason is the objective needs of the city and the municipal government is keen to county area,Because they think that can eliminate administrative barriers and may be beneficial to the city's economic growth.In fact,in developed countries,in order to meet the urban expansion,administrative divisions will be adjusted,but the success of the merger requires the local people to vote,so it reflects the needs of the public and the market.In China,the county area led by the government,this process may be inconsistent with the laws of the market,the formation of pseudo urbanization and city pie style expansion.But from the positive point of view,the merger policy may promote economic ties between counties and market integration,help to reduce administrative barriers,enhance the city agglomeration economy.Therefore,in order to achieve the economic growth of local governments,the policy of " withdrawing the county to set district " and the adjustment of the level of national governance should be carried out to provide theoretical support and policy recommendations.This paper systematically grasp the dynamics of our county area and the potential mechanism of implementation,focusing on the influence of county area on regional economic growth,empirical research on the policy effects on economic growth.The policy to find the theoretical basis of the previous research,combing the related;and then focuses on the county area in the implementation of our country,analyzes the motivation of implementing county districts;then explored the potential mechanism of county area on regional economic growth;and finally the use of difference-in-differences model of county area of the city's economic growth model and the empirical,no significant impact in the short term.According to the relevant conclusions,policy recommendations are given: the administrative division adjustment should follow the principle of coordination between the administrative and economic zones,the principle of suiting local conditions and the principle of convenient management.At the same time,before the implementation of the policy of removing counties and districts,it is necessary to make a thorough investigation and study,and do not blindly pursue the administrative division adjustment methods of withdrawing the county to set district.
