The Core Competency Of Social Workers In The Process Of Social Work Service Project Operation

In recent years, social work agencies tend to manage by project. At the same time, the social work service is turning to project operating, which puts new requirements to the core competence of social workers. And this paper tries to find that which core competences they should have in the social work services operation. So, the author visited to social work agencies, depth interview managers, social workers and clients, and used participatory observation method.After the research, the author’s finding is that the competence of social work in the social work services operation is the core competence which they need to complete the project, during the proposal stage, the implementation stage, the summary and evaluation stage. In the stage of proposal, social workers mainly engaged in the project application, thus, the core competences are demand survey ability, analysis ability, visualize and writing ability. In the stage of implementation, social workers perform the project, thus, the core competences are talking with discourse systems, demand-supply integration, professional relationship, resource links and the use of professional methods. In the stage of summary and evaluation, the core competences are refining, reflection and critical thinking. At the same time, social works should abide by the social work values and ethics in the process of the whole project operation.Thus, in the process of social work service project operation, the core competences of social workers are as follows, (1) abiding by the social work values and ethics, (2) performing demand investigation and analysis, designing and writing project plan, (3) talking with discourse systems, demand-supply integration, (4) efficient professional relationship, diversified link of resources, Integrated professional methods, (5) refining, reflection and critical thinking. Thus, these core competences are accumulated by the project operation, enabling social works to make sustain progress and holding competitive advantage for sustainable development.
