Research On Resource Allocation Of University's Inner Postgraduate Enrollment Index

The enrollment index of postgraduate students is an important resource for the development of colleges and universities,and it is also a vital controlling means to meet the needs of social economy development which demands for high-level talents in the Knowledge Economy Age.At present,colleges and universities(departments)use the number of tutors and teachers' station as the main indicators when formulating the management methods of the allocation of postgraduate students' enrollment indicators.And it comprehensively evaluates teachers' research platform,research funds,subject projects and academic scientific research output,and then combines with the different categories of disciplines and other observed coefficients to distribute quantitatively.On the whole,postgraduate enrollment index distribution will take the characteristics of disciplines and the need of subject development into account and distributes index differently according to different development needs.But this difference will cause the unfair enrollment indicators without the scientific and reasonable enrollment quota allocation scheme,which makes the postgraduate enrollment plan face great challenges.Reasonable allocation of enrollment indicators is the basis of the development of postgraduate education,and it directly influences the development direction of college postgraduate education,and it also brings wider extension and influence to the development of universities.In order to understand the current situation of universities' postgraduate enrollment plan under the nowadays educational policy background comprehensively and objectively,this paper adopts the research method of combining theory with practice.First of all,reviewing the literature about the domestic and international related research,real-time policy and news reports,and then collects current universities' postgraduate enrollment index allocation to sum up a clear understanding about the detailed rules and regulations of postgraduate enrollment index allocation plan.Secondly,compiling the interview outline and questionnaire about "dynamic adjustment mechanism research of academic postgraduate enrollment plan ",interviewing faculties from different types of universities,disciplines and job categories face to face,then analyzing the data of 316 questionnaires with SPSS and AMOS statistical software to verify the previous hypothesis on the present situation of distribution of the current situation of postgraduate enrollment index distribution.Finally,according to the survey results,this paper synthetically analyzes and summarizes the difficulties that college postgraduate enrollment index distribution is facing and its reasons,and puts forward relevant opinions and countermeasures.The data shows that in the process of university postgraduate enrollment index distribution,it mainly allocates quantitatively according to the number and position rank of postgraduate tutors,and comprehensively considers tutors' scientific research platform,research funds,research projects and academic research outputs,and finally distributes the index quantitatively with many other factors such as different subject categories.Generally,college staff are satisfied with the postgraduate enrollment index distribution scheme,but there are still challenges in some aspects.The author puts forward some suggestions:(1)confirm the department difference of the enrollment index distribution;(2)strengthen the layout of disciplines of the enrollment index distribution;(3)enrich the examination and evaluation system of the enrollment index;(4)improve the competition mechanism of the enrollment index distribution.
