In recent years, the development of vocational education has been paid more and more attention. Secondary vocational education is a very important part of China's vocational and technical education system. It is good for the training of qualified technical personnel and can promote economic development and employment. The scale of development of vocational education is expanding, However, it is facing a variety of constraints at the same time. "The decision of the State Council on accelerating the development of modern vocational education" focuses on how to improve the quality of teaching and management in schools, and puts forward that "vocational colleges should formulate the constitution and system that embodies the characteristics of modern school education in accordance with the law, improve the governance structure and enhance the governance capacity." It provides a new direction for secondary vocational schools to promote the talent quality and the governance structure. With the development of stakeholder theory, the traditional mode for the government as a single subject to supervise the school is not in line with the needs of the development of the times. The school stakeholders participate in the school management and form the multi- School management model has become a trend. At present, the research on the governance structure of secondary vocational schools is still at the initial stage. Under the new situation, secondary vocational schools are facing new problems about how to improve the internal and external governance structure of the school and enhance the quality of talent. Therefore,the study of the governance structure of secondary vocational schools is very necessary.On the basis of combing the theory of governance and stakeholder, this paper takes the vocational school in J county of Hubei province as the research object, mainly adopts literature analysis and interview survey, to describe the internal and external governance structure of vocational school in J county and analyze their problems and their deep-seated reasons. Through the interview survey,we learned: in the school external governance structure, firstly, the government supervision and guidance is ineffective and did not perform the service function well. The lack of attention to secondary vocational schools and the lack of industrial support in the county limit the development of vocational school in J County. Secondly, the communication between the school and the parents is not enough. The parents rarely participate in school management. Thirdly, the community seldom participates in school management, and the cooperative mechanism between the secondary vocational schools and the community does not exist. Fourthly,the cooperation between schools enterprises is limited and it can not help the growth of the economic at J county. In the school internal governance structure, the first problem is the lack of supervision. Party branch as a supervisory body can not balance the right of the principal. Teaching congregation did not really play a supervisory role. The second problem is the lack of decision-making participation. As a decision-making body, school committee has few members with single nature, other school stakeholders did not participate in. The third is the role of students is underestimated. Although the school has student congress,it did not play a big role. Students as the main body of school life are still simply defined as the "manager."On the basis of this,this paper puts forward some countermeasures to improve the governance structure of vocational school in J county of Hubei province: (1) In terms of the external governance of the school, firstly, straighten out the relationship between government and school to achieve a separation of management. Secondly, consolidate the relationship between school and enterprise,achieving integration of industry and academia. Thirdly, reconstruct the relationship between home and school to constructy home-school community. Fourthly,construct relations between community and school to build cooperation school-community.(2)In terms of the internal governance of the school,one is to clarify the relationship between the party and government, improve the principal responsibility system. The second is to construct a harmonious relationship between cadres and the masses,then the faculty congress can play a big role. The third is to establish a harmonious relationship between teachers and students, then the student congress can play a big role.
