Under the backgroud of economic integration and the rapid development of Internet technology,with the accelerating of the development and opening up pace in Binhai New Area,TianJin is becoming the world's processing and manufacturing base,and the rapid development of the industry drives the strong demand for skills-based,application-oriented talents.Incomplete statistics,Tianjin annual labor force needing is 28 million people,of which more than sixty percent are skilled labor resources receiving secondary vocational education.On the one hand,it undoubtly provides a good opportunity for the rapid development and enhencing of Tianjin' secondary vocational education,on the other hand,it is also a higher challenge to the human resources planning in vocational schools.This article starts from the actual situation of C school,making strategic analysis of C school human resource planning by using human resources strategy and planning theory.It proposes corrective measures to improve the school's human resources planning.For C school,although there are relevant human resources management system and the right core values,but also it establishes and implements related system around the school development goals,but human resource planning of C school is still in the middle,low level,just like other domestic schools.The Human resources planning which is unsystematic,incomplete and unclear is the main reason of the slowly developing of school which can not lead Tianjin secondary vocational education development.This paper is organized into six chapters: in the first part,it describs the current state of C school's development,and introduces the researching background,significance,content and method of this subject;in the second part,it introduces the theory of human resource management,including strategic theory,the relevant planning method,and the model applied;in the third part,it analyzes the human strategy of C school,around the development strategy of C school,including internal and external environment analysis;in the fourth part,it quantitative analyzes the school's internal and external environment factors,establishes internal and external factors evaluation matrix by using Analytic Hierarchy Process,quantitative evaluating the relevant factors,and then establishes strategy matrix through a holistic approach SWOT analysis.At last,it will make a choice for human resources strategic relying on QSPM;in the fifth part,around the school's development strategy,it investigates the school's human health,analyzes the human resource supplying and demanding situation,and makes human resource planning.
