Research On The Construction Of New-Type Think Tanks In Local Universities

The concept of think tank was first proposed by American scholar Paul Dixon,referring to a stable and relatively independent policy research institution.In the upper 20 th century,American think tanks played an important role in war and political and economic development.In our country,the Third Plenary Session of the 18 th Central Committee of the Communist Party of China,"Decision on Comprehensively Deepening the Reform of Some Major Issues," proposed "strengthening the construction of a new-type think tank with Chinese characteristics,establishing a sound decisionmaking consultation system," and putting the new-type think tanks with Chinese characteristics on the agenda for the first time.In 2014,the Ministry of Education issued the "New Chinese University Think Tank Construction Promotion Plan" to promote the process of building think tanks in the university.With the support of national policies,with its unique talents and disciplines,colleges and universities have established and developed new-type think tanks in colleges and universities.However,the uneven distribution of resources among universities affects the construction and development of think tanks in different universities,especially between subordinate colleges and local universities.Although the local colleges and universities are not competitive with the subordinate colleges and universities,local universities rely on their strong disciplinary advantages,based on the local development reality,and build a new-type think tanks with local characteristics,which can still provide decision-making consulting services for local governments and promote regional development.This paper comprehensively reviews the literatures of existing college think tanks,and explains related concepts and theories.From the perspective of local colleges,this paper selects the Hunan Province Party Innovative Theory Research And Learning Service Center of university as the sample.Through field investigation,get first-hand information on the research of the center's think tank construction;through questionnaires,the overall understanding of the school's think tank construction.Then,the analysis shows that the local college think tank construction has weak influence,weak talent training,less funds for the construction of think tanks,poor use of convenience,lack of locality of think tanks,and weak synergy.It analyzes the causes of the problems,and finally clarifies the direction of the construction of new think tanks in local universities,strengthens the training of researchers in new-type think tanks of local universities,broadens the sources of funding for the construction of new-type think tanks in local universities,highlights the locality of local new-type research in think tanks,and strengthens localities.Five aspects of the construction of new-type think tanks in universities and the coordination and cooperation of local governments propose countermeasures to promote the construction of new-type think tanks in local universities.
