The Function Of Professional Social Work Institutions During New Rurl Community Governance

With the rapid development of urbanization in our country,the new rural communities such as "Village-to-Community" spring up constantly.Owing to its own unique characteristics of the operation and development,the new rural community is not only different from the traditional rural communities,but also different from the emerging urban communities.However,China does not have a wealth of practical governance cases in this field.Naturally,it is expected to explore more targeted and more efficient path for new rural community governance.Under the background of economic development and social transformation,the construction of grass roots community has a higher goal,and the realization of the harmony and stability of the community needs the joint participation and governance of various subjects such as government,community,social organizations,and residents.In the process of exploration,it is found that the professional concept of social work is in line with the needs of community governance,so it is feasible and necessary to apply the professional social work to the practice of the new rural community governance.As one of the parts of multi-governance,social work institutions are increasingly showing an irreplaceable role.In the practice of the new rural community governance,professional social work institutions are carrying out difficult but meaningful exploration,and the participation of the social work organization in the new rural community governance makes the various functions to be explored.and developed continuously,so it plays an increasingly important role.By taking Fu Nan community of Taicang City as an example,the status of social work organizations participating in the governance of Fu Nan community of Taicang City is investigated through extensive collection and collation of relevant information and forms such as literature,interviews and participant observation during the six months internship.The reasons of the function and dysfunction of the social work organization that works with Fu Nan community of Taicang City are analyzed deeply so as to think and carry out a prospect on the improvement of the function and system of social work institutions in the new rural community governance.This paper is divided into five parts.The first part is the introduction.First of all,the research background and significance of this paper are analyzed and demonstrated on the basis of the status quo of our country and the relevant government policy documents.Subsequently,the literature review is carried out and the research results of professional social work intervention in community governance and new rural community governance are highlighted.Then,the research methods used in the study(literature,interviews and participant observation)and the research framework are clarified.The second part is the definition of the core concept and the required theory of the study.The basic concepts of professional social work involved in the new rural community governance are specially defined in detail.The application of the professional theory in this paper including empowerment theory,ecosystem theory and community structure function theory is introduced.The third part is the practice of professional social work institutions in Fu Nan community governance.Through the introduction of the community and the general situation of the social work organization that works with Fu Nan community during six months internship,the current situation of professional social work agenciesinvolved in Fu Nan new rural community governance is introduced,and the achievements and the problems encountered in the process of governance and their causes are deeply studied.In the fourth part,the basic functions and challenges of the professional social work organizations in the new rural community governance are studied and the reasons for the dysfunction of professional social workers in the process of governance are analyzed.The fifth part is about the optimization of social institutions in the new rural community governance.According to the literature research,the intervention of professional social work to the optimization of community governance is introduced and it is hoped to explore more new functions on the basis of consolidating the basic functions of social work organizations.
