Study On The Management Mode Of Grassroots Family Planning In The Background Of "Two-Child Policy"

China has a large population,in order to control the rapid growth,birth control policy was implemented since 1970s,and it was established as a basic national policy at 1980s.40 years has been passed,the population policy has been developed and perfected,the organization has been constantly adjusting and changing,and the management methods have been reformed and innovated gradually,which forma socialist family planning management model with Chinese characteristics.In the 21st century,Chinese population work is more complicated:(1)Although the total population continues to grow,the fertility level has a downward trend,the natural population growth rate is also declining;(2)Population migration is active,and the floating population problem is more complex;(3)The pace of population aging is accelerating,which is changing the social structure and public demand;(4)Family status has new changes,such as the reduction in family size,family members living in discrete and the proportion of the only child increasing,all these changes causes a lot of new problems to the family in the pension and care for aging people.In order to develop a long-term and balanced population policy,the government has carried out two policies in orders,the couples can have two children if one parent is the only child in his family,and then "two-child policy" replaced the previous one.Birth control has not canceled the "one-vote veto" system,and the importance and difficulty in work are at the grassroots level.Therefore,grassroots family planning management model has practical significance in the study of the current population policy.In this paper,it takes Nanling County of Anhui Province as an example,which studies family planning management of the grassroots families by referring to the historical development,analyzing the population documents,and combining the survey results and visit findings.The paper describes the management model as a set of operating systems that is built from a particular management concept in the management process.Firstly,it combs the historical evolution of the organization of national family planning,Chinese population policy,and the change of management methods.Secondly,it analyzes the weakness of family planning management model in Nanling County based on the population birth in Nanling County in recent five years,and the present situation of family planning organization,management idea and management method.The study results turn out the integration of the two departments of health and family planning is not in place,family planning department and other organizations don't play their roles.In the management concept,the grassroots team "people-oriented" service consciousness is insufficient.In the management methods,grass-roots work relies to much on the assessment,lacks of economic incentive based on interest oriented,has difficulties in the floating population management,exists the various platforms of information management.Finally,the author points out that in "two-child" period,family planning develops under the direction of "government leading,the whole society governance",which focuses on services,combines with the above three problems,proposes solutions and suggestions,in order to build a better management mode for grass-roots family planning.
