The development of foundation education is becoming seriously out of balance, it has become a current urgent topic that our education reform has to face. So we should actually adopt measures to alleviate and resolve this problem eventually. Therefore, it is also a hot problem of current education theory research that needs deeply study. Currently, In order to promote balanced development of the basic education, the initial task is to guarantee the balance of the learning condition and the teacher quality level inside the same district so that we can provide equal education opportunity to each child. Commencing from normalizing the teacher flow, regarding the comparative study of the teacher flow between China and Japan as angle of view, taking the balanced development of education as value, making balanced development promotion of teachers as the aim, taking "the system of periodical flow " among teachers of Japan as the guide, this article carries on comparative study between China and Japan on teacher flow, and puts forward countermeasures to set up "the system of periodical rotational flow "among teachers so as to promote balanced development of teachers in China.The full article is divided into five chapters.The first chapter is an introduction to the dissertation. It explains the theoretical values and practical significance of the study, analyzes the achievements and shortcomings of the earlier studies on this topic, introduces the ways of thinking and research methods of the study, and defines the chief concepts and terms used in the dissertation.The second chapter analyzes the current state of Chinese teacher flow in primary school and secondary school. Firstly, it discusses the huge margin of the teachers' development. Secondly, it analyzes the necessity and inevitability of teacher flow. Thirdly, it focuses on the key problems of current teacher flow in primary school and secondary school.The third chapter discusses the present state of the Japanese teacher flow that in primary school and secondary school. Firstly, it analyzes the reasons of the balanced development of Japanese basic education;and then, it focuses on "the system ofperiodical flow" among teachers which promote the balanced development of teachers in Japan.The fourth chapter carries on a comparative research between Chinese and Japanese teacher flow that in primary school and secondary school. It analyzes the similarities and differences in the teacher flow between the two countries;and then, it puts forward the necessity of establishing "the system of periodical rotational flow" among teachers in our country.The fifth chapter draws lessons from the apocalypse. First, it discusses and analyzes the result that to practice "the system of periodical rotational flow" among teachers and puts forward the possibility that our country practices this system;and then, it introduces the implement situation of "the system of periodical rotational flow" among teachers in China. Second, it puts forward countermeasures of setting up "the system of periodical rotational flow" among teachers. At first, the author studies a few ideas that we must set up on "the system of periodical rotational flow" among teachers. That is, we should set up the dynamic concept on the management principle of teacher and build up the idea that promotes the balanced education development by teacher flow, and then, the author puts forward the countermeasures that practice "the system of periodical rotational flow" among teachers: Perfect the laws, establish the fluxion system;Reform teachers personnel system;Practice the policy of "equal pay for equal work";Establish the subsidy policy with special set;Enhance the control and encourage the mechanism policy;Pay attention to the spirit encouragement, raise the spirit awareness;Carry out "the system of periodical rotational flow" among teachers according to the real situation in different areas and practice it gradually.
