Fuyang City is located in the south of the plains of North China.It is a typical agricultural city,the rural population of 9.24 million people.The city has 2051 rural primary and secondary kindergartens in total and 74541 basic education full-time teachers.Balancing rural basic education and developing rural teachers have become an urgent task.And the key is to develop a stable high-quality teachers in the rural education.Therefore,the construction of rural teachers in the balanced development of education priority development should be put on strategic position.In November 2015,the General Office of the People's Government of Anhui Province issued the Notice on the Implementation of the Rural Teacher Support Program(2015-2020)(No.62[2015])to solve the problem of the construction of the current rural teachers.It is helpful to solve the existence of outstanding problems,to attract talented people,college graduates,freeing normal students to rural schools to teach,building a stable,high-quality rural teachers to provide policy support for improving and improving the structure of teachers and the overall quality of the Comprehensive deployment and specific requirements.In order to implement the spirit of the provincial government documents,Fuyang city government attaches great importance to it.Fuyang City Board of Education sets up a special document drafting group to study the documents and makes researches on the basis of relevant policies to prepare the draflt.After the field of special research,there are comments for the formation of the "Fuyang City People's Government Office on the implementation of the Rural Teacher Support Program(2015-2020)notice",which is the first specifically for the construction of rural teachers in the first five-year plan.In this paper,through the research work of literature research,questionnaire survey and in-depth interview,this paper discusses the current situation of the construction of rural teachers in Fuyang City,and analyzes the current situation of rural teachers' team construction in combination with the actual work of human resources management section of Fuyang Education Bureau.There are some problems on lack of supplementary channels,the loss of labors,the not reasonable structure,professional development and other issues.It finds out the reasons on the policy,funds,involved in the main body.Finally,it puts some suggestions on broadening the channels,scientific dynamic management teachers.Teacher honor system,salary treatment,job evaluation and other aspects of the specific recommendations of their own,in the process of writing the work of their own thinking is also thinking.
