For a long-range programme,education should be regarded as the foundation.Nowadays,men of talent come out in succession.Every country is trying its best to promote the populace' s cultivation and comprehensive national strength,in order to have a space in the world.Along with the coordinated development of community economy,culture and society,the development of basic education in China has made historic achievements,and gradually popularized the nine year compulsory education.Due to historical,natural conditions,social economic development.policy making and many other factors.China's current basic education in development there are many deficiencies and problems,it is difficult to meet the people in education on realistic expectations of fairness and justice,has become an important factor affecting China's overall national quality improvement.Therefore,how to realize the balanced development of basic education has become a problem of great concern to the party and the government.The Guangxi Zhuang Autonomous Region is located in the southxwest of China,the overall number of ethnic minorities ranked first in the whole country,is a typical ethnic minority areas,the territory of economic,social and cultural development.Guangxi in "12th Five-Year" plan proposed "to advance the balanced development of compulsory education,the key to the rural,remote,poverty,ethnic minority areas,border and low-performing schools tilt,and gradually establish the integration of city and countryside compulsory education development mechanism,narrowing the urban and rural areas,schools,community education development gap,the fundamental realization of the balanced development of compulsory education in the county." To promote the balanced development of basic education in ethnic minority areas,to achieve educational equity is one of the important issues that we need to focus on.Cenxi city is a typical representative of the Guangxi minority areas in the development of basic education,the western region in support of national policy guidance,economic,education and other aspects have made considerable progress,under the guidance of "the education of people' s satisfaction",firmly establish the idea of balanced development of education,increase financial investment,optimize the allocation of resources.To expand high-quality educational resources,continuously improve the quality of education and teaching,the basic realization of the basic proportionated development of compulsory education,before the end of 2016 passing through the supervision and evaluation of national compulsory education balanced development.However,due to the influence of politics,economy,culture,the traditional concept of multiple factors,the development of basic education in the area shows an unbalanced situation in education opportunity,education,infrastructure,teachers etc..The case study of Cenxi has a strong representation of the balanced development of basic education in Western Ethnic areas.Based on the development of basic education in Guangxi.Cenxi.this paper makes an in-depth investigation and Analysis on the balanced development of basic education in the western ethnic areas.This paper is divided into six sections.The first chapter is the introduction,which mainly introduces the background of the selected topic,the research status at home and abroad,and states the research ideas,research methods and innovative points and shortcomings of the research.In the second part,the fundamental theories and concepts are sorted out,and the educational equity,educational equilibrium,the balanced development of basic education and the theory of public goods and educational equality are emphasized.The third part is the current situation and problems of the development of education in ethnic minority areas,summarizes the common problems in the balanced development of basic education in minority areas such as:unbalanced allocation of teachers,education funding is not balanced;and the balance of basic education in minority areas in the development of unique problems,such as:the balanced development of students of different nationalities,ethnic characteristics teachers in ethnic regions in multi ethnic school.The fourth part mainly relates and analyzes the achievements and problems in the development of basic education in Cenxi.In recent years.Cenxi city by promoting the rule of law,the education system to increase investment in education,adjust the reasonable layout of the school work,the full implementation of the work of compulsory education school principal teacher exchange rotation implementation work,and promote the education of precise poverty alleviation measures such as twinning schools,basic education develops very rapidly.But compared with the advanced areas,the level of economic and social development in Cenxi city is not high,the educational foundation is weak,together with the natural geographical conditions and restrict the cadres and masses of emancipation is not enough and other reasons,on the balanced development of compulsory education entirely,the basic education in Cenxi there are still practical problems such as inadequate funding,infrastructure construction,shortage of teachers are not conducive to the balanced development of compulsory education.The fifth part is countermeasure,based learning from successful experiences of domestic and international basic education equity reform in the city of Cenxi,according to the accounts of the unbalanced development of basic education,proposes to increase investment funds in minority areas,improve the education resource allocation and optimization mechanism;ascension of the whole ethnic areas in basic education teacher specialization development;countermeasures and suggestions on developing modern information technology education.The sixth part is the summary that the balanced development of basic education needs the joint efforts of the government,the school,the society and the family.Through the analysis of the current situation of the development of basic education in Cenxi City,despite the balanced development of basic education in Cenxi has achieved initial results,due to the impact of multiple factors such as religious and ethnic and geographical conditions of history and reality,at present,there is still not a balanced development of basic education situation.Therefore,on the basis of a correct understanding of the connotation of balanced development of basic education in Cenxi,to set up the sense of fairness,formulate reasonable policies,optimize the educational environment,will further promote the balanced development of basic education in Cenxi city.
