High-level talents with high quality and high level are becoming the strategic resources of economic and social development and also the core of the competition between countries and regions.As the priority of talent work,talent introduction is usually divided into rigid introduction and flexible introduction by the different ways of work.Comparing to the big cities,the economically underdeveloped areas especially the small and medium-sized cities have no competitive advantages of introduction by adopting the traditional rigid way because of the limit factors such as salary,environment,prospect etc.All make it a dilemma of introduction and retention.So the flexible introduction--breaking the rigid constraints of nationality,residence,region and identity,not drawing on file and not changing the personnel relationship--has become a good strategy to crack the dilemma.The biggest characteristic of the thesis is that it is based on the city and county governments with small amount of economy and low overall development level,aims at the crowd of high-level talents and the way of flexible introduction,to explore the problems and ways to solve them in the work.The thesis focuses on Rizhao Economic-Technological Development Area--a young area with a leading industry of manufacturing and an emerging industry of high-tech industry.The industrial structure and economic growth are in urgent need of transition.Problems and causes are found by examining the situation of flexible introduction,and suggestions and countermeasures are put forward by drawing on the successful experiences of domestic and foreign advanced area.In this research,the main problems existed in flexible introduction of REDA are the low amount of high-level talent,the imbalance of demand and the mechanism of introductive evaluation and tracking remains to be perfect.Through analysis,the main reasons are found as the insufficiency of advantage in flexible introduction,the traditional industrial structure,the lack of technology research and development platform,and the level of informationization management service remain to be improved.Finally,the thesis puts forward suggestions for local governments.To strengthen the work by creating a good atmosphere,improving the policy of introdunction,broadening the channels,building more innovative platforms,and innovating incentives,etc.To promote the balance of supply and demand by strengthening the planning and optimizing the industrial structure.To improve the service mechanism by improving talent evaluation system and the public service system.The purpose of this thesis is to explore new ideas for local governments to improve the flexible introduction of high-level talents.
