On The Path Of Transformation Of The Local Undergraduate Universities

At present,China is in the critical period of profound changes,transformation and upgrading of industrial structure.The level of demand for skilled personnel is getting higher and higher.In June 2014,the State Council made "Decision on Accelerated Development of Modern Vocational Education",put forward the idea " to guide the transformation of a group of ordinary undergraduate colleges and universities into the applied technical types of higher education with focus on undergraduate vocational education by setting experimental sites and examples as promotion and guide",aiming to cultivate high-level skilled personnel for social and economic development needs.However,the fact that there is no typical case of the transformation of colleges and universities in China at present and the transformation and development of some local colleges and universities have the ambiguity and unknown path directly affects the transformation process and the transformation effect.In contrast,the German Applied Technology University has experienced more than 50 years of construction history,becoming a model of the transformation of world's applied technology-based colleges and universities and providing experience for local undergraduate colleges and universities.This study focuses on the three major functions of colleges and universities:personnel training,scientific research and social service.Firstly,it analyzes the construction course of German Applied Technology University and confirms that the construction of German Applied Technology University in the early 1970 s.After 4stages of brewing,founding,developing and stabilizing,it has formed a distinctive feature in the major construction,curriculum construction,teaching staff construction,evaluation system construction,scientific research system construction,service system construction and security system construction.In contrast,there are some problems in the talents training of local undergraduate colleges in China: the orientation is not precise;the curriculum content is not practical;the course implementation is more fragmented;the curriculum evaluation is more single;scientific research is still blurred;the research team still remains weak;scientificresearch funding is still insufficient;scientific research management services are still weakening;the policy of social service is still not enough;service objectives are still vague;the service system is still imperfect;the service mechanism is still weakened;service capacity is still not strong and so on.To speed up the transformation and development of local undergraduate colleges and universities in China,we need to further optimize the training objectives of personnel,strengthening the scientific research system and social service system.
