Under the influence of post-financial crisis, the global employment problem of college graduate are now still faced with a big challenge. In such a complex, dynamic and variable external environment,It has become the community that how to better improve the efficiency and sustainability of management for college graduate employment, and has become especially as a hot topic for government have to face.By using systems science theories, systems engineering methods and system dynamics methods, the employment management of college graduate is viewed as a system engineering with complicated characteristics, the ability system and management system of college graduate employment are investigated in this paper.Firstly,by analyzing the current situation of college graduate employment market in China,a structural model for ability system of college graduate employment is constructed, and problems in college graduate employment and their causes are analyzed from five aspects such as academic record, occupational ability, scientific achievements, comprehensive quality and activity behavior. Then,a structural model of influencing factors for college graduate employment is constructed. And by analyzing the existing problems in government, school, employer, undergraduate, society and family, the existing problems and their causes are summarized in the following four aspects: demand-side quantity,supply-side structure, service function and policy environment. Thus a structural model of employment system of college graduate is presented by integrating two factors both of undergraduate employ-ability in internal factors and environmental factors in external factors.Next, the management systems of college graduate employment is analyzed, the main concepts of the employment management systems are defined, such as,the elements, object subsystem and process subsystem, purpose and goal, function, environment and restricting factors, and so on.The structural model of connotation system for management system of college graduate employment is presented based on the object subsystem consist of government, school, employer, college student, society, family, etc.,and process subsystem consist of career planning, employability promotion, employment markets, employment support, employment service and employment early warning. And then, from the boundary for employment management of college graduate system, the level variable and flow rate of the system is found out,and the rate-variable in-tree modeland the system flow chart for employment management of college graduate system are analyzed and constructed by using the rate-variable in-tree method and Vensim-PLE software of system dynamics. The main promotion factors and restrictive factors of management system of college graduate employment are found out through analyzing the system base model. Finally,It is analyzed both the general characteristics such as the integrity, structure, hierarchy, openness and dynamic, and the complexity characteristics such as synergy,self-organization,non-linearity,chaos for the employment management system engineering of college students. And the object structural models, the analysis content structural models and the control process structural models of employment management system engineering of college students are constructed,in order to provide a clear research ideas and design framework. At the same time, the macro-control strategy of "broadening the supply, diversion demand, flexible employment and dynamic balance" and the optimal control strategy for management system engineering of college students employment are put according to the government regulation steps proposed in the control process structural model and combined with the results of system dynamics causality analysis.
