In recent years,as Chinese education of full time master of engineering entered a rapid development stage,some universities in China have carried out the educational reforms of full-time master of engineering.One of these reforms is to establish the employment system of extramural mentors.Good employ system of extramural mentors help build stable,good and sound teams of extramural mentors.Also,it is the key to improve extramural mentors' teaching enthusiasm and increase the developing efficiency of the master of engineering.However,some problems occur during the operational process of the employment system of extramural mentors.For instance,it is difficult to employ highly qualified extramural mentors,and guiding effects of some extramural mentors are not satisfactory.They are lack of engagement and the output of their teaching achievement is inefficient.These are the recent inefficient representations of China's employment system of extramural mentors for master of engineering.Based on previous works,interview data of 28 mentors from 5 universities and text analysis of employment system of extramural mentors from 9 universities,a combination of interviews research and literatures study methods are used to analysis the reasons of the inefficient employment system of extramural mentors for master of engineering.As a result,we offer some suggestions for completing the employment system of extramural mentors and improving operating efficiency according to different conditions.We think the situation of employing extramural mentors and the teaching efficiency of master of engineering would be improved fundamentally by adopting our advices.This study reveals: First,in our recent employment system of extramural mentors,there are resource dependence between universities and extramural mentors,the degree of resource dependence have an effect on the ownership of resource control.When universities can provide sufficient manpower resources and technology resources,resource control is relatively biased toward universities.On the contrary,when universities provide insufficient manpower resources and technology resources,resource control is relatively biased toward extramural mentors.Second,according to agency theory and resources dependency theory,origins of inefficient operation in the employment system of extramural mentors are different under different conditions of resource control.When resource control is relatively biased toward universities,agency theory is adopted,and the result shows the origin of inefficient operation in the employment system of extramural mentors is the imperfection of mechanism of encourage and constraint.When resource control is relatively biased toward extramural mentors,resources dependency theory is adopted,the imperfection of mechanism of resource supply is the primary origin of inefficient operation in the employment system of extramural mentors.Third,for origins under different conditions,universities should perfect mechanism of encourage and constraint or mechanism of resource supply depend on their specific situations and settings.Universities should make customized employment system so that the operation efficiency of employment system of extramural mentors and the cultivation quality of master of engineering would be improved fundamentally.
