Evaluate On Construction Effects Of Graduate Training Innovation Base In Heilongjiang

As the high-level talents, graduate students are the main innovative group of China. They stand at the front edge of economy, society and era and play an essential role. As the market economy keeps changing and developing, the requirements for graduates of the society are no longer limited to contribution to scientific research, but more focuses on the practical abilities of graduates. Enterprises are motivated by economy and market factors, while the universities and research institutes are promoted by factors such as technology, policy and student. So both sides start to seek a novel cooperation mode that is beneficial to the development and personnel training of both sides, one that is an innovative mode based on the cooperation of production, study and research, which is, graduate training innovation base. The establishment of graduate training innovation base makes possible that enterprises,universities and research institutes accomplish the tasks that cannot be done alone,thus increases their comprehensive competence. The construction of innovation base could not be achieved in one day. It requires constant accumulations and integrations. Meanwhile, a scientific and rational evaluation on real time construction effects is also required.In the evaluation on construction effects of graduate training innovation base, there isn't an established evaluation index system in China. More researchers study on the evaluation on cooperation effects of production, study and research and effects of personal training, but they don't combine and apply the results into the index system of evaluation on graduate training innovative base. On the other hand, studies on evaluation index mostly focuses on local or regional level, and the evaluation standard varies from area to area. Based on the combination of theoretical research and practical research,this paper establishes the evaluation index system from four aspects: the infrastructure of the innovation base, personnel training,teaching & researching, and achievement transformation. Then we evaluate the construction effects of the base,the evaluation result is "Good". Finally by collecting the questionnaires on the construction of the base, analyzing the problems existed, stating the current situation of Heilongjiang, investing on field visit and combining our evaluation results, we propose feasible policies about the construction of the base, and raise our expectations on the future development of the base.
