The Study On The Scientific Research Capacity Building In African Universities

University scientific research capacity building is of great significance to the development of the university and national economy and society.As the world's most backward continent in economic development for Africa,strengthening the university scientific research capacity building and promoting scientific research to better serve the national economic and social development has a more important practical significance.The paper based on the African University scientific research capacity building as the research object,makes a systematic study of African university scientific research capacity building of African history,current situation,measures and challenges and other issues.The paper also take more in-depth analysis for the enlightenment about how African countries learn the experience of scientific research capacity building in research universities of China.The historical development of scientific research ability of African universities include start stage(the late 1960s-1970s),stagnation stage(the middle 1980s-1990s),recovery stage(the later 1990s).The overall scientific research ability of African universities at present is far behind other countries in the world.Its defects and shortcomings in the development of the research is mainly reflected in the lack of funds,shortage of scientific research personnel and weak scientific research management ability.Now African countries are in the era of economic globalization and internationalization of higher education,meanwhile,African countries face the situation of economic and social transformation and achieving the Millennium Development Goals.For that reason,Africa University has taken five main initiatives to strengthen university scientific research ability building.These five aspects mainly include the development goal of the University,the construction of the teaching staff,the fund raising,the hardware construction,the international communication and so on.During the construction of university scientific research capacity in Africa,Africa Universities are facing some internal challenges including shortage of funds,institutional conditions deteriorating,weak internal scientific management and some external challenges including university brain drain and lack of scientific autonomy caused by the background of internationalization of higher education.Since the 21st century,although getting good achievement in the actual construction process,African University scientific research capacity building in Africa faces many problems.The paper argues that effective ways to improve the research capacity of African universities is to live up to "the internal development potential".Put attention and focus on the development of African countries or regions.For the prospect of higher education,African government and universities should promote the quality and the localization development of African higher education,seeking autonomy and the development of self-reliance.In addition,they should clarify the relationship between universities and government,aid agencies and western developed countries and balance national demand and the influence and challenge of internationalization.
