With the rapid development of science and technology, our country puts forward to implement the strategy of invigorating the country through science and education and of strengthening the country through talents, which requires colleges and universities to accelerate the pace of the building of academic and scientific research. Research leader plays an irreplaceable role in the development of colleges and universities disciplines and in the improvement of their level of scientific research, as well as in research team cohesion, so how to develop and use the ability of discipline leaders has become the common concern of Chinese colleges and universities. Strengthening discipline leaders' capacity-building is basic, overall and strategic for Chinese talents strategy. Under the existing national policies and material, financial and human conditions, researching systematically on the status quo of the ability of leaders in colleges is conducive to the smooth realization of the optimal allocation of human resources and their use. Discussing on the countermeasures for the capacity-building of leaders contributes to the training of leaders and can help colleges and universities disciplines construction to further develop and reduce the gap between the universities in our country and the first-class colleges in other countries, so as to provide science and technology support for the realization of China's modernization.At present, in order to further enhance the leader's ability, domestic colleges and universities implement a series of capacity-building program, constructing a positive environment in colleges and universities and letting leaders play better role in it. While the colleges and universities in the leader capacity-building has made certain achievements, we should have a clear understanding that there is a large gap of ability between the leaders in our colleges and universities and the ones in the other countries, which is showed in the following aspects: Leaders' original knowledge structure can no longer meet the needs of the development of disciplines; leaders' innovation ability still can not meet the requirements of the new era; the mutual cooperation between leaders and the members of a discipline organization needs to be enhanced; the social activity ability of leaders is hard to meet the needs of the growing academic organizations; leaders' academic vision is not wide enough to promote the broad development of this discipline; leaders' ability of obtaining information is poor, leading to repetition of research and research with low starting point, and so on. Those are the bottlenecks that constrain the development of our high-level personnel building and construction of high-level universities. As a result, we have to put forward countermeasures to speed up the pace of leader's capacity-building from the reality of the development of higher education in our country and on the base of summing up the successful experiences of leaders' capacity-building in colleges and universities. First of all, within the organization to establish a consistent direction of the values of discipline, and promote academic leaders from academic disciplines leading to the leadership, and in the organization to establish an objective and fair scientific research and evaluation system, in order to create a positive academic environment for the growth of leaders; second, to create first-class research base for the leaders and to build a platform for education and research; third, to form a research team with the leader as its core, so that the leader's organization and coordination capacity can be tested; fourth, to establish a set of programs of leader selection, training and evaluation to activate the leader's learning awareness and to enhance his learning ability; fifth, to increase domestic and international academic exchanges so as to expand the leader's academic vision and ability to accessing information; finally, with production combined with learning and research as main line, to explore new areas and access to academic research institute in need of funds and equipment, to improve the scientific and technological innovation capability of leader to be better for economic and social development.
