In the 1980 s,the management mechanism adopted by the educational system was transformed from "input-driven" by means of a syllabus or course guide plus a school-level examination to an "output-driven" approach that relied on the learning outcomes of students of different ages.Achieved Achievement Standards began by the normative standard to replace the past based on the students in the academic level test results developed by the performance standards.At the same time,the development of curriculum standards by this impact has also been a fundamental change.At the same time,the curriculum standards development model had fundamental change.The most representative thing is National Council of Teachers of Mathematics promulgated Curriculum and Evaluation Standards for School Mathematics.By the influence of NCTM,the countries around the world began to develop the achievement standards for basic education,which put the key competence and discipline key competence as the standards' core and focus.This has changed the phenomenon that the students achievement assessment based on the actual performance of the test,which has become the current trend of education reform and direction.Key competence has become a famous topic nowadays,its emergence pointed out the direction to the educational reform.In the face of current world multipolarization,economic globalization,cultural diversity and social information of the complex form,Britain,the United States and Canada,Ontario,three countries and regions have raised their own requirement,the requirement is the key competence.How to integrate the key competence into the basic education achievement standards,the three countries have given their own answers.Achievement standards are part of modern curriculum standards,the UK,the US and Canada have adopted different models.The UK is the representative of of the continuous scale model across the grade level.The United States is the competency level case model.And the Ontario,Canada is the representative of the achievement chart model.The purpose of this study is to understand how to set the goals on the basis of key competence,how to build organizational structure of the discipline,how to select the structure and content of the standard by analyzing the three typical achievement standard patterns.And then compare three models out of advantages and shortcomings.Continuous scale model exists that between the level of the rangeand spacing,depth and breadth does not have stability and flexibility.Achievement chart model can not show the integrity and persistence of individual development,and the same level between different grades does not have continuity and contrast.Competency level case model has a good ability to conceptual meaning of integrity at the same time also be easy to understand.In view of the current situation in China,in order to meet the information age,the Ministry of Education began to build China's new curriculum system in2015.China is not only learning advanced experience abroad,but also paying attention to solve the problems of basic education.And they set the development of students' key competence as the curriculum reform's final goal.From the Ministry of Education of China's work points and the promulgation of the relevant documents In recent years,we can find that the key competence and achievement standards have become very important.Key competence is changing with the development of the times and society,so in the selection of key competence need to grasp the development of the times,and the consistency.September 2016,China officially announced the "key competence of China's student development" system,but there is no formal establishment of achievement standards.From the Compulsory Education Curriculum Standard(2011 edition),we can see the standard focuses on the content standards.Then the choice of what type of achievement standard and how to learn the experience that integrate the key competence into achievement standard from developed countries is what we need to think.We need to develop our country's achievement and In the process of development,we should pay attention to transform the core literacy into the core accomplishment of the discipline.At the same time,we must ensure the diversity of the participant,so as to ensure the scientific and operability of the standard.
