The Present Situation And Countermeasure Study On Public Institutional Sports Facility Operation And Managements In Hubei Province

Institution is the guarantee of public service and important force of economic development in our country .Most of the sports facility are in charge of institution unit in China, which is of significance to help government offer public sports service .It should give positive response to "national fitness",provide the public fitness place,protect the rights of the people's sports,but also undertake the important task of our "Olympic plan".HuBei province actively promote the reform of the venue, and get some achievement after being the reform pilot province,but to some extent, the inherent contradictions of institution system are still exist, such as the venue of the ownership and management rights are not completely separated, specialized level of facility operation is low, and the imperfect supporting policies affect the healthy development of public welfare .Actively exploring the new mode of sports venues operation management, trying to achieve sports venues management system and mechanism to innovate has become the focus from all walks of life. This paper study HuBei province institution facility operations management present situation of investigation and study, excavate its successful experience, and points out its insufficiency, in order to advise institution of sports facility of HuBei province,also for other provinces'This paper uses literature research, site investigation, expert interview,and site investigation refers to pilot venue:HongShan sports center, XinHua sports center and other sites in HuBei .And based on data analysis of the sixth national sports filed investigation from the perspective of economics and management to analyze HuBei province sports facility operation management present situation,mainly from the way they manage ,content,personnel operational mechanism and others.Through the research, the study results include1,the insitutions venues operation of HuBei province diversified , but inefficiency still exists, although some sites operating income can basically make up the daily expenses, but most of the venues still rely on government subsidies more or less.2, HuBei institution venues stick to the public attributes, and take the national fitness center as important content.3, most of the institutions venues in HuBei province classified as classification reformation mode two;and small part of them as mode one;Part of the original incline to enterprise reform;the supporter of public service are diversity.4,most institutions venues of HuBei province don't build impeccable personnel mechanism,operation team is not professional enough, the establishment of the corporate governance gets consensus, but practice weakly.Finally, The author gives some suggestion to the key point1,speed up institutional innovation,promote the separation of ownership and management of the venue if the owner could't mange it well.2, strengthen the corporate governance of institution venue of HuBei province.Improve the system of recruitment. Improve the venue staff professional quality.3, strengthen the linkage between HuBei government and the market mechanism,improve the purchasing standards of public sports service,optimize the market environment.4, give more policy guarantee that veune needed in the development,lowering the operating costs of the venue.
