The main material basis of sports and sports development in China is to rely on large stadiums.The investment recovery period of venues is rather long due to the large investment in the initial stage of large-scale sports venues and the high cost of operation and management subsequently,which leads to be troubled in management of sports venues.At present,there is a contradiction between growing sports demand of people and insufficient public sports resources in Hebei Province.For example,in Xingtai City,a large number of sports venues resources are idle,the management mode is single,and venue projects are less innovative.These problems exist not only in Xingtai stadiums but also in most prefecture-level cities’.Therefore,the need for the management model of large stadiums to innovate is an urgent problem for the governments at all levels need to solve.Firstly,there is a good understanding of the related research progress of large sports venues by collating and analyzing domestic and foreign literatures,and thus lay the foundation for further research.Secondly,some interviews to relevant personnel of sports venues will be conducted in Xingtai City in order to obtain the first-hand interview data.Specific interviews include the daily operation of venues,department settings up and the main operating income investigation interviews.According to interview results,these conditions about Xingtai stadiums were analyzed by SWOT.Learning from the successful experience of operation mode of domestic and foreign stadiums,there are effective measures proposed for operation mode in Xingtai City,and then it is helpful to provide a reference for the reform of management mode in the other prefecture-level cities of Hebei province.Based on clarifying the concept of large stadium,related analysis is performed about public-private cooperation in Xingtai stadium using the connotation of public product theory,stakeholder theory,and principal-agent theory.There are some major problems found through investigation and case analysis.These problems include: lagging management system,expensive facility maintenance,lack of professional management personnel,simple facility operation mode,low degree of openness to the outside,single financing channel and imperfect supporting facilities and so on.According to experience summary about the domestic and foreign operation mode of typical stadium,some solutions have been proposedin order to realize the sustainable development of Xingtai stadium.For example,try to propose the reform of management mechanism innovation,introduce professional management team and improve management level and quality of the venue management personnel,implement the mode of“sports-oriented,diversified management”,develop actively the intangible assets,change the role of government,and strengthen government regulation in the process of cooperation.Finally,the research results can provide reference for model improvement of Prefectural and Municipal stadiums in Hebei.
