After the Reform and Opening,international non-governmental organizations(INGOs)swarmed into China,collaborating with domestic counterparts and government departments at different levels in many fields including medical care and public health.Comparing with the massive research production on the cooperation between government and non-governmental organizations abroad,domestic academia lagged behind on the study of the cooperation between INGOs and Chinese government in general,particularly in influence factors and bilateral cooperative mechanism.Actually,they play a crucial role during the bilateral cooperation.To explore the influence factors,cooperative model and mechanism between INGOs and Chinese government,it requires putting down roots and sticking to actual situation of Chinese society.By adopting the methods of literature research,case analysis and comparative analysis,the thesis aim to discuss the influence factors and analyze the effective cooperative mechanism between INGOs and Chinese government in a medical and hygienic perspective.The thesis argues that a cooperative model based on mutual trust,guided and regulated by Chinese government and governed by INGOs could be the effective and favorable cooperative mechanism between INGOs and Chinese government.To start with,the thesis analyses four key influencing factors which are the capability of INGOs themselves,the domestic partner INGOs choice,the degree of social attention to INGOs' field and the political sensitivity of INGOs' field.Then the thesis verifies the four influencing factors via comparative analysis of positive and negative cases.The thesis chooses the AIDS and tuberculosis projects developed by Bill & Melinda Gates Foundation and Chinese government as highly effective cooperation cases,while chooses cooperation projects in viral hepatitis developed by World Hepatitis Alliance and cooperation projects in other medical and hygienic fields including domestic children's medicine research and medical professionals training developed by Project HOPE as inefficient cooperation cases.The verification of the positive and negative cases shows that when choosing Chinese government departments at different levels or non-governmental organizations own political connections as cooperative partners,holding stronger capability,attracting more social attention to their field and controlling political sensitivity of their field,the project cooperation developed by INGOs and Chinese government could be more effective.Otherwise,the bilateral cooperation could be more inefficient.Finally,the thesis makes proposals and views prospects on the cooperative mechanism between INGOs and Chinese government.
