Clearing-out And Developing:the Study On Problems Of The Substitute Teachers Of Shanxi Province

After entering the new century,our government and education administrative have been clearing-out substitute teachers who were a key part of development of compulsory education and made enormous contribution to the society at a policy level.The people will not be legal any more at a education political level in our country.However,a bunch of research data from the practical shows that the substitute teachers still exist in urban and rural primary and secondary schools.They haven't really disappeared but existed in a more concealed way without legal status.The reason why the substitute teachers do not disappear quickly as predicated by policy are that the inherent “wound” of teachers preparation system in our nation and the opening of double-children policy.The number of substitute teachers in urban and rural schools keeps on growing on the contrary.“Whether the substitute teachers can be regarded as a normal existence in our national development of compulsory education or not?”“Where the underlying reasons and institutional mechanism of the substitute teachers still exist?”“According to the labor law,if there is a law break for the substitute teachers to get different payment from the other teachers in system against their rights to survival and development?” And “where is the group of the substitute teachers going forward?” The above questions are the main effects on the benign development of the compulsory education in our country.Born in a family of having a substitute teacher,the author witness the daily life and work status of a normal one.The author has a natural feeling about them,so with the aid of“high quality of compulsory education resources of equilibrium problems research in shanxi province” investigated by research group of shanxi normal university.A amount of related facts and data have been collected by investigating in four cities and eleven districts in shanxi province and other papers online in terms of “the substitute teachers”,teachers in system” and“primary and secondary schools”.At the same time,the author had a further cognition by interviewing 67 substitute teachers in the process of subject investigation.On this basis,this paper detailedly describes six levels about the substitute teachers,such as: the clearing-out policy,the distribution,their profession status,their payment,present situation of professionaldevelopment and the amount in urban places.The study shows that the reasons why the substitute teachers keep on growing are that the lack of strong policy measures,urgent demand for a substitute teacher encourage primary school turn to substitute teachers,lack of standardization of the management and guidance,their rights to survival and development are violated and some related government and education administrative do not pay enough attention to this phenomena.In order to solve the problems of the present substitute teachers.The research suggests that a breakthrough from the following four aspects: the clearing-out policy of the substitute teachers should be consistent with the local education development situation,reform the current teacher preparation system,local government and education administrative department should carry on standardized management toward the substitute teachers and the fundamental rights of survival and development should be ensured.
