The National Medium-and Long-Term Education Development Reform Outline(2012-2020)clearly sets out the requirements for reforming the primary and secondary school teacher title evaluation system.In June 2015,the State Council promulgated the “Rural Teacher Support Program(2015-2020)”.In August of the same year,the Ministry of Human Resources and Social Security promulgated the “Guiding Opinions on Deepening the Reform of the Title System of Primary and Secondary School Teachers”.These documents are for rural areas.The teacher title evaluation work and its next reforms have given policy guarantees.The two documents issued by the State Council and relevant departments on rural teacher support programs and deepening the reform of primary and secondary school titles have macro-defined the objectives,principles,steps and methods for the construction of rural teachers,and also stipulate the next stage.The direction of the reform of the primary school title.However,China is a big country with extremely uneven economic and social education development.The uneven development of education in various regions is very serious.Rural education is a weak link in the development of education in China.The evaluation of professional titles of rural teachers has its own characteristics,special difficulties and special needs.The key problems are solved.Therefore,we need to conduct in-depth research on the issues related to the evaluation of professional titles of rural teachers in the process of assessing the title of teachers in primary and secondary schools.The evaluation of rural teachers' titles involves many factors such as the government,schools,teachers and the public.It is directly restricted by the regional financial situation,teacher management system,school management and other factors.This paper is about rural teachers in the dimensions of education,finance and management.The problem of job title evaluation is analyzed in depth,and the history of job title evaluation is objectively reviewed.The historical development,experience and deficiencies of the title evaluation policy are systematically summarized,the reform experience of title evaluation is refined,and the existing problems are analyzed.It provides a comprehensive summary of the existing problems and the causes of the problems,and provides advice for the decision-making of the education administrative decision-making department on the evaluation of the professional title of the teachers,and provides a research basis for the research of the school leaders and teachers on the evaluation of professional titles.At present,the majority of rural teachers are required to be scientific,reasonable,open and fair,fair and just,and focus on the following tasks.The first is to develop a scientific and reasonable teacher title evaluation policy at the national level.Full implementation of the rural teachers' revitalization plan,according to the actual requirements of rural teachers in different regions of China to develop reasonable rural teacher title requirements and conditions,in the policy to the village teachers.Second,the district(county)government has to bear the main responsibility in the assessment and compilation of rural teachers' titles.It is necessary to implement the exchange system between urban and rural principals and teachers,vigorously promote the integration of urban and rural education,and increase the intensity of violations of discipline and law in the evaluation of job titles in rural primary and secondary schools.The third is to strengthen the scientific level of school teacher title evaluation management.Scientifically formulate the evaluation plan for the title of teachers in rural primary and secondary schools,and the evaluation of teachers' appraisal titles should be more fair,reasonable and smooth.Because the basic condition of teacher title evaluation is from the teacher's work ability and work performance,the more fair and transparent the school management,the more opportunities for each member to show their talents,so that each teacher can give full play to his intelligence and show his work.Performance,to create conditions for the fair and reasonable promotion of teacher title reform,so that the teacher title evaluation is more reasonable.The teacher regards the process of assessing the title as a process of upgrading himself.We must always adhere to the philosophy of teaching and educating people,and consciously must get rid of the shackles of stereotypes,adhere to the moral bottom line,and courageously protect the legitimate rights and interests of individuals.
