Vocational education is an important approach of countries to achieve precise targeted helping the poverty,and secondary vocational education takes a very important position in the system of vocational education.Our country takes measures to precise targeted helping and giving education to the poor students.Guangxi introduced secondary vocational education precision targeted of helping the poverty in 2014.Implementation of secondary vocational education precision targeted for helping the poverty in effectively solve the impoverished students in poor areas to go to school,secondary vocational school recruit students,enterprise between the "fundamental" hire difficult problems has great realistic significance.At the same time,pay attention to social vulnerable groups,build a socialist harmonious society and promoting the urbanization development in our country also has certain positive meaning.From precision targeted environment for helping,giving education to the poverty's big background,secondary vocational education has special advantage in it:accurate support cause of economic problems can't entrance the junior high school graduates or equivalent dropout short-term out of poverty.Combination of Guangxi in the implementation of the policy in two years of relevant data,and the four secondary vocational schools in the area the actual investigation and analysis,this research affirms the achievements since the policy was implemented,alleviate the secondary vocational school enrolment downward trend,reduce the poverty students' family education cost,promote the quality improvement of secondary vocational education.Also found policy during execution inevitably exists some problems:insufficient funds investment of secondary vocational education,secondary vocational education precision targeted bad publicity for poverty,the influence is limited,lack of effective supervision,implementation process,financing form a single,lack of incentives to student's learning process,and so on.Therefore,in order to improve the precision targeted of Guangxi secondary vocational education for helping the poverty,put forward the following five Suggestions:first,consummates the secondary vocational education funds investment system,making the stable growth of government investment in funds;Second,we must optimize the environment of implementing policy,strengthen the publicity of policy,set up correct concept of vocational education;Third,to strengthen the management of secondary vocational education and precise targeted service system itself.;Fourth,to improve the poor areas accurately plan for helping poverty of poor students training mode;At last,it's important to pay attention to strengthening the supervision of policy implementation process,must strengthen the policy incentive of students,teachers and schools.
