Community college in the United States is a two-year,multi-functional institution of higher education.It not only plays an important role in promoting the popularization of higher education,but also has become the dominant form of improving the skill level of workers of the economic.The reason that community college has such a strong vitality in one hundred years benefit from the subsidy policy.Community college is based on the U.S.government subsidy policy for material guarantee from the beginning,gradually improvement and until the irreplaceable status the higher education.A sound legislative funding system is the driving force for the sustainable development of community colleges from the World War II to the reign of the Obama administration.Subsidy policy is accompanied by the development of community colleges.Community college is a history of the development of the history of the United States government funding.In this paper,the laws and regulations about investing in the community college were sorted out through the history of the development process of community colleges according to the time sequence.Analysis and summary can help us have a better understand about its past and can draw a good conclusion on the present.This article is mainly divided into five parts:The first part explains the significance of the study and the reasons for choose this topic from the theory and practice two aspects.And then present the literature review on the Community college from domestic and foreign two aspects.Research methodology also is introduced in this part and finally,the core concepts of community colleges,grants,policies are defined.The second part describes the general situation and characteristics of the development of community colleges in the United States,which include the principle and the main body of the community colleges.In this introduction,the historical development of community colleges is represented from beginning to the mature stage.The source of funds function and principle of the community college are also introduced.The third part is the main part of the thesis.In this part,the main research is about the policy which promotes the development of community colleges.This policy is made by the federal government and the state government.From the Junior College in the nineteenth century to Barack Hussein Obama administration period,the Morrill Act,GI Bill,Obama's American College Promise Proposal are analyzed in detail to sum up the characteristics of the government of the United States government'funding policy of community colleges in different periods.The fourth part introduces the reason what make the characteristic about United States government investment from internal and external factors.The external factors include the environment at home and abroad basing on the American domestic economic development,cultural roots and relations between federal and state government.The internal factors are mainly from the financial policy formulation,implementation process and results.The fifth part is the enlightenment of the American government community college funding policy to China's Higher Vocational Education.Basing on the study of China's higher vocational education funding situation,we can get some experience which can solve the problems including China's higher vocational education funding system is not perfect,the investment of education funds is limited,and the use efficiency is not high.Through this way we can do well to establish the higher vocational education financial policy body with Chinese characteristics ensure use of educational resources fairly,improve the efficiency of the allocation of funds and promote the sustainable development of higher vocational education.
