With the rapid development of information technology, education informatization is receiving increasing attention from people. Educational resource center as a core component of education informatization, its construction has not only gradually become an integral part of education informatization, but also become one of the important sign of evaluating the construction performance of education informatization. And with the further development of educational resource center, users'demands regarding resource center are becoming higher—from share resources to process, share and communicate resources. Educational resource center has developed from product level to service level, which makes the "user-centric" thinking gradually becomes the core service concept of educational resource center. Therefore, the precondition of good construction of educational resource center is to make overall, systematic and impersonal measurement from the users' point of view so we could understand and grasp the users' needs in time.In this context, this paper proposed evaluating the construction and application of educational resource center from users' perspective. Through the introduction of customer satisfaction theory, the paper has constructed the evaluation index system of educational resource center based on user's satisfaction. The content is divided into three parts in logic:First part: analyzes the literature about the concepts related to educational resource center, the theory of customer satisfaction, and the related research status and evaluation of educational resource center, expounds the factors affecting the users'satisfaction of educational resource center, combined with the characteristics of educational resource center, and designs a evaluation index system of users' satisfaction about educational resource center, basing on the results of relevant research documents, interview and so on, and then analyzes and demonstrates the reliability and validity of the index using the statistical software.Second part: Specifically interprets the various index of educational resource center, on the basis of the evaluation index system above and the questionnaire of the educational resource center, and calculates the dimensions of users' satisfaction value through statistical analysis of the data on the questionnaire. For the relative low dimensions, discern the key indicators causing low satisfaction through comparing with the data of users' expectations.The third part:Get the eventually evaluation index system applied into the educational resource center of Shanghai, analyzing the construction and development of the resource center of Shanghai comprehensively and carefully, and provides further improvements.The innovation of the paper constructs the evaluation index of educational resource center from the user perspective, which meet the users' demand. It makes up for previous study ignored the needs of users, providing reference for future evaluation study of educational resource center.
