In recent years,the recruiting number of adult students for vocational schools fell significantly.The decrease of students' number and the decline of the students' quality make the private adult vocational education institutions lose the foundation of survival.Institutional education has been struggling to explore the transformation and upgrading.First of all,this research reviews the history and development of the secondary vocational education in Hangzhou after the reform and opening up,and summarizes the main initiatives in recent years launched by the educational administrative departments in Hangzhou with the aim to develop the private secondary vocational education for adults,such as,strengthening local legislation,raveling the management of administrative zones,improving management practices,promoting brand development,and enhancing the quality of school running ability.Secondly,the author selects three private adults secondary vocational schools,which have been put on records by the Hangzhou Education Administrative Department(as well as Social Affairs Department),examined and approved by Civil Affairs Department,as references,according to which the author analyzes the three typical modes of the secondary vocational education in Hangzhou: 1.to transform from personnel cultivation to general training;2.to upgrade the part-time vocational education to full-time;3.to promote a distinctive full-scaled credit system.Thirdly,through interviews and questionnaires,the author points out that the main problems in the development of vocational education in Hangzhou lie in the problems of students' source,teaching staff construction,teaching management and teaching quality,etc.According to this,the author comes up with the measures of building the core competitiveness of private secondary vocational education school as below: In terms of education and teaching,we should establish a unique educational philosophy,set up a particular training program,build a high quality teaching team and create a facilitative environment for educational reform and innovation;in terms of social position,we should be actively engaged in the construction of harmonious society and promote the construction of a motivated learning community.At last,the author thinks that the secondary vocational education in Hangzhou should deepen the structural reform of the supply side by exploring the classification management,designing the regulation system,speeding up the financing progress,implementing the tax concessions,strengthening the association construction,enhancing the internal administrating ability,etc,thereby adapting to the new requirements of educational consumptions and promoting the sustainable development of secondary vocational education.
