In the process of promoting the modernization of national education management,more than 90000 educational management personnel at the Grassroots are play an important role.But,unlike the high political stars which attract much attention,to the difference is that their daily work activities,however,has not been gained enough attention,in addition,the rapid development of social economy also ask for new requirements and challenges on their ability of education management,thus,whether their working status and features had meet the needs in the modernization of national governance,and what is their daily work appearance.are what we concerned.This paper adopts qualitative research method of participatory observation method,interview method,combining with the single factor analysis method,two months of daily participatory observation carried in A and B county education bureau in Hunan province,deep analysis about the time distribution are giving on the current grass-roots education controllers,and tries to explore its motivations behind the time distribution act,to reveal the current problems appeared in the process of education management at the grass-roots level in our country,search for the solutions is an important task at now.The results show that the occupation identity greatly affect their reference point of labor supply,promotion show the weak excitation characteristics of labor supply.Besides,the organizational atmosphere and job characteristics made the same labor supply in a same office influence of the climate,and gender characteristics has no significant impact on the labor supply decisions.Above the discussion,the current primary problems existing in the process of education management has been discussed in the end.Firstly,widen its incentive ways;broadening some other channel other than the promotion incentives,secondly,strengthen their consciousness of time management to ensure the timeliness and high efficiency of grassroots education work.;thirdly,clear the functions and powers for the education departments at the grass-roots level,to ensure the effectively implementation of grassroots education work;Finally,to increase their learning and exchange opportunities to improve their professional quality and comprehensive ability.
