The State Council enacted the "Kindergarten Management Regulations" in 1989 document clearly mentioned in the kindergarten teachers and health workers in education,education,scope of work and specific incentives and other aspects of the specific requirements and requirements;promulgated in 1993,"China Teachers' Law of the People 's Republic of China clearly stipulates the salary and appointment of preschool teachers,meanwhile,it has the highest authoritativeness and has authoritative normative effect on teachers' management of preschool education in China.However,due to the special nature of the natural environment in Tibet,the economy is relatively backward,the investment in pre-school education is relatively small,and the level of human resource management also shows a low status.Therefore,it is of great value to study the teacher management of preschool education in Tibet.Based on the "AMO model" as the theoretical basis,this paper tries to study the current situation of the pre-school teachers' human resources in Tibet from three dimensions: ability development,motivating motivation and opportunity of participation,using the methods of literature research,empirical research and comparative research.(Such as the lack of training mechanism,the lack of job security and competitiveness),and the motivations to stimulate the problem(the results of the evaluation mechanism are not clear enough and the results are not clear enough,Lack of incentive mechanism),participation opportunities(pre-school teacher participation opportunities for less than pre-school teachers to participate in the platform to build the lack of strength)on the basis of analysis of the problem from both inside and outside the reasons for the analysis.In view of the problems existing in the management of pre-school teachers,the paper puts forward the policy recommendations for the human resource management of preschool teachers in Tibet.First,the development of capacity(the use of a wide range of recruitment and selection methods,the implementation of internal and external combination of training methods,set up a competitive mechanism to improve the work motivation);Second,the motivation to stimulate(clear and heavy process of performance evaluation Mechanism,to develop a competitive incentive mechanism)Third,the opportunity to participate in the area(change the traditional leadership and management thinking,set the matrix management structure,focus on team building).Through the research,we should further improve the teachers 'human resources management level,enhance teachers' sense of honor and responsibility,mobilize the enthusiasm and initiative of teachers,improve the training,construction and structural adjustment of teachers,improve the quality of pre-school education,The development of great practical significance.
