Compulsory education in recent years was emphasised on our government. Government issued a number of balanced policies.Implementation of these policies to compensate for differences between urban and rural compulsory education. However, we can see this phenomenon is due to the dual structure, education system, education policy, government performance concept. And it does not change on the moment. So the Government can not shirk its responsibility. Because of poor financial resources poor quality of teachers poor school facilities, the development of rural compulsory education seriously hampered. so although some of the policies has played an effective but in some ways just a stopgap, in order to achieve permanent in rural financial. responsibility human resources management responsibility resource management responsibility should form a material force.
