The balanced development of compulsory education in urban and rural areas is not only the inevitable requirement of our social development,but also related to the harmonious and stable development of China' society.Since the reform and opening up,China's compulsory education has made great progress.However,the development of compulsory education in urban and rural areas is still unbalanced,and there is a large gap between them.As the subject of responsibility for the balanced development of compulsory education in county areas,the county governments are responsible for policy making and overall planning,for financial investment and implementation,for resource allocation and coordinated development,and for management supervision and supervision-evaluation in the process of promoting the balanced development of compulsory education in urban and rural areas.In recent years,county-level governments have taken many measures to balance the development between urban and rural compulsory education,and obvious results have also been achieved in narrowing the urban-rural gap and improving the conditions for running schools in rural areas.However,the gap between urban and rural education development is still large,and the county-level governments are still ineffective in fulfilling their responsibilities.This paper studies the implementation of county governments' duty to balance the development of compulsory education between urban and rural areas in Ziliujing District of Zigong City,and investigates the balanced development of compulsory education between urban and rural areas in Ziliujing District by means of questionnaires and field visits.According to the investigation,during "The Twelfth Five-Year Plan" period,the government of Ziliujing District promoted the balanced development of compulsory education in the whole region by continuously increasing the fiscal revenue,which made the distribution of compulsory education schools in Ziliujing District more reasonable and the overall conditions of running schools improved.However,due to the limitation of relevant legislation,county-level governments are often restricted by local finance and resources when making decisions on the balanced development of compulsory education.And on the premise of limited local finance and resources,influenced by the traditional views on governmental achievements,county-level governments still take "city first" as the principle in terms of financial input and resource allocation.As a result,there is a big gap between urban and rural schools in terms of school scale,conditions and faculties.The above differences eventually lead to the disparity in teaching quality between urban and rural schools,which affects the balanced development of compulsory education in urban and rural areas.According to the existing problems and reasons for the implementation of county governments' responsibility in the balanced development of urban and rural compulsory education,the author believes that the county governments should establish a scientific view of political performance and actively shoulder their duties to balance the development of urban and rural compulsory education,combined with the characteristics of balanced development of compulsory education.Only by transforming "urban priority" into "rural priority" can the compulsory education between urban and rural areas in the county region have the possibility of balanced development.On the basis of the existing education laws,based on local reality the county-level governments should supplement the unfinished matters by perfecting the rules and regulations,and make the abstract laws and regulations concrete and detailed to provide standards and guidance for balanced development of urban and rural compulsory education.Governments at the county level should also optimize the existing mechanism of financial input and resource allocation,and the governments should increase fiscal spending and allocate resources reasonably to ensure the development of rural education.They should increase support to guarantee that the weak schools can survive,and the county governments also should standardize the conditions of running urban and rural schools to promote the balances development in urban and rural schools.Besides,by optimizing teacher flow mechanism and training system,urban and rural teachers' strength are balanced and rural teachers' teams are stabilized.When evaluating the balanced development of compulsory education,countylevel governments should further clarify the objects of supervision and evaluation by improving the supervision and evaluation system,and strengthen administrative supervision and accountability under the guidance of scientific evaluation standards.Only when county-level governments fulfill their responsibilities and earnestly perform their duties can the balanced development of compulsory education in urban and rural areas usher in a qualitative change.
