In recent years, with the support of the government, vocational education is developing very fast and the number of the enrollment is increasing constantly. The "national long-term education reform and development plan(2010-2020)" in 2010 required to develop vocational education, increase the quality of vocational education, and enhance the attractiveness of Vocational education. How to improve the quality of vocational schools, enhance the competitiveness of vocational schools? These have been aroused public concern. At present, Hubei Province, which is the member of the six provinces of central China has advanced educational level and rich teaching resources and pay attention to exploration and development of education. In January of 2011, Hubei province has launched an important entrance examination reform---skill-based college entrance exam which is a major innovation in the examination and enrollment system in Hubei province as well as seeking the successful attempt to the development of Vocational education. Being a new thing, it is inevitable to have some deficiencies and needs to be completed. We need to combine practice, explore actively and improve constantly, so that the skill-based college entrance examination can be an appropriate way to select and cultivate qualified students and the good opportunities for students to have a chance to study in the college.Based on the status of secondary vocational school, the students' needs, parents expectations and social concerns, this thesis analysis a series of reform and exploration on the teaching management and student management under background of skill-based college entrance exam. The author hopes to promote the further improvement of the quality of teaching strengthen education mode, enhance the attractiveness of vocational schools. The research methods used in this thesis are literature research, investigation research, comparative research and so on. The thesis collected and collated relevant " skill-based college entrance examination" literature, analysis the necessity of cultivation of qualified students based on "skill-based college entrance examination" background. The questionnaires and field studies made by author find out some problems such as gaps between the curriculum and requirement of the exam, mismatching between the training course and actual needs of students, lack of "Double-Quality" teachers and ignoring students' psychological health education.Based on the status of three secondary vocational schools in Xiaogan, this thesis points out the problems on existing personnel training mode under the background of “skill-based college entrance examination”, puts forward a series of suggestions to optimize curriculum structure and establish a practical model course system, strengthen the construction of practice bese, accumulate students' skills, strengthen the “Double-Qualified” teachers training, help personnel cultivation and development of students' personality. The author hopes this thesis can help to optimize the “skill-based college entrance examination” background of secondary vocational school personnel training mode in Xiaogan.
