A Study On The Difference Of People's Desire To Re-birth Under The Two Child Policy

In October 29,2015 the fifth Plenary Session of the 18 th CPC Central Committee decided to fully open the two child policy.According to the spirit of the meeting in the fifth Plenary Session of the 18 th CPC Central Committee,combined with the actual situation in Jiangsu,the Jiangsu Provincial People's Congress decided to amend the "Jiangsu provincial population and Family Planning Ordinance"(hereinafter referred to as the "Regulations").The revised regulations stipulate that since January 1,2016,Jiangsu formally implemented Comprehensive two child policy.After the "two separate child policy in 2013,China's fertility policy has been adjusted again.The main purpose of "comprehensive two children"(hereinafter referred to as the "New Deal")is to solve the population problem facing our country,to change the current situation of the development of population,to alleviate the pressure of population aging,to improve the low fertility status,to promote the birth population structural balance,to increase a reasonable suppliment in labor,in order to promote the sustainable development of economy.There is a close relationship between the adjustment of fertility policy and the fertility desire of child-bearing age population.The first thing for target' people of the policy need to consider whether you need re-birth.In this paper,a questionnaire survey was conducted among the population of reproductive age in Gulou District of Nanjing.Focusing on the theme of the study on the re-fertility desire of childbearing age crowd in Nanjing Gulou District under the comprehensive two-child policy,adopts the methods of quantitative analysis and qualitative analysis were studied,using SPSS20.0 statistical analysis software for data survey frequency percentage statistics,cross analysis and Pearson Chi-square test.The research indicates that Childbearing age crowd's re-fertility desire will obviously on the low side.By the way,according to the chi-squared test,we found that these five factors of age,occupation,education,family of children's age and family income will have a significant impact on people of childbearing age in Gulou District.At the same time with Becker's "theory of consumer choice",Leibenstein's "child cost-benefit theory" and Bongoz's "low fertility model" as the theoretical basis to analyze the reasons why the childbearing age crowd don't want to have two children.Through the analysis,the “economic burden ” is people of childbearing age don't want to give birth to the most main reason.Second "People don't want to have two children to influence work","No one to take care of the children","old age pregnancy risk"," parents just want a high quality children" these four reasons also suppress childbearing age crowd to have the willingness to have re-birth.Finally in order to improve childbearing age crowd 'willingness in Gulou District to give birth to a child puts forward four Suggestions: the first is the related Suggestions on family financial security measures;The second is related to encourage gulou one-child reproductive population according to the requirements of comprehensive two child's new reasonable Suggestions have two children;The third it is related to supplement the short board related Suggestions of strengthening women's and children's health service;The forth is about encouraging citizens related Suggestions in accordance with the legal marriage age early get married.
