Normal colleges and normal universities in China were upgraded and promoted to comprehensive universities or were converted into Schools of Education at the end of the last century.Integrated subject structure,high-level personnel training,and enhanced academic research and other changes have requirements for Schools of Education to organize and set undergraduate education and graduate education for education major.Besides,difficulties in the academic management and administrative management of university governance system of China also involve in Schools of Education which are secondary educational administrative units.Therefore,in the new situation how to run Schools of Education well has become an urgent problem that needs to think about.Considering these problems,this thesis selects four public universities that rank top 32 in the U.S.according to the American News and World Report of 2017 as cases,and collects relevant data from Schools of Education of the University of Maryland,the University of Kansas,the University of Florida,and the University of Michigan.With documentary research method,this thesis investigates,translates and sorts documents on the websites of Schools of Education,and studies the academic organization and academic management,administrative organizations and administrative management of Schools of Education with organization theory,organization structure theory,and higher education theory.The first part of this thesis briefly introduces the history of Schools of Education of universities in the U.S.from aspects of the background and process of their development,and recognizes their achievements in development.Afterwards,this thesis puts forward the challenges in the organization and management of Schools of Education.The second part studies the academic organization and academic management of Schools of Education.Firstly,it introduces the mission of Schools of Education.And then it analyzes two types of academic organizations and academic programs,and comes to a conclusion that academic organization has characteristics of being practice-oriented,interdisciplinary,inter-departmental.In the aspect of academicmanagement,this thesis mainly analyzes functions of Academic Affairs Management Committee,the relationship among committees,as well as the position and function of teachers and other members in the committee.The third part is the study of administrative organizations and administrative management of Schools of Education.According to organization structure theory,this thesis finds that the organization structure of School of Education is flat,with double characteristics of line functional structure and divisional structure.And it summarizes the functions of administrative organizations and the appointment,the duty and the background of the dean and such principal administrative staffs.In the aspect of administrative management,this thesis mainly studies functions of the Administrative Services Management Committee,the relationship among committees,and its representatives.The last part of this thesis sums up the experience in organization and management of Schools of Education.Experience in the aspect of academic management is: setting up academic management institutions according to the level and quantity of academic program;multiplex in the personnel allocation of academic management staffs in order to highlight the status of teachers;functions of academic management institutions include censorship,decision,supervision,etc.,showing the diversity.Experience in the aspect of administrative management is: administrative affairs management is fulfilled by the organized cooperation of committees;the double identity(academic and administrative identity)of chief executives is beneficial to the effective coordination of organization and management;administrative management supports and assures the academic development.What's more,this thesis reconsiders the above experience,and puts forward substantive management of Schools of Education and the organic unity of both academic and administrative management of Schools of Education.The enlightenments of the dynamic balance between academic power and administrative power in universities in the U.S.provides a reference for universities in China to run Schools of Education in a better way.
