Research On The Allocation And Precise Supply Of College Public Resources

There comes a problem of unequal allocation of resources in college,such as,s upply falling short of demand,demand exceeding supply,idle recourses under the condition of supply less than demanded.In order to improve the usage efficiency of China's educational resources,it is of great signif icance to study public recourses' allocation and precise supply in China's colleges and universities.In this paper,we define the core concepts of public resources,resources allocation and precision supply and elaborate the series of theory in detail,such as,the quasi-public product theory,fairness and justice theory,new public service theory,system analysis theoretic,and literature review of public resources in colleges and universities at home and abroad.Then,we mainly focus on analyzing the historical situat ion and existed problems of the public resources allocation in China's colleges and universities.From the perceptive of public resources' allocation mechanism in colleges and universit ies,we analyze the management system and operation mechanism.Specifically,we discussed the current situation of allocation,such as,the source of funding for higher education,college student classroom building area of college classrooms,student laboratory building area,student area of public housing,students teaching and research equipment,etc.From the perceptive of the status quo of public resources allocation in colleges and universit ies,we mainly compare data between the standard indexes of architectural planning area of ordinary universities and basic conditions of running higher education institution and research object X colleges with its laboratory building area,student area of public space,students teaching and research instruments and equipment,etc.Furthermore,we summarize the three types problems in the public recourses allocation in college,first,the public resources of colleges and universit ies are lack of diversified sources of Funds.Secondly,the public resources of colleges and universit ies are lack of precise supply of public resources.Thirdly,the public resources of colleges and universities are lack of a sound monitoring mechanism.In the end,the author puts forward the measures in terms of current issues about public resource allocation in our country,including: increasing the sources of Funds for colleges and universit ies of diversification,enhancing the precise supply in colleges and universities,perfecting the supervision mechanism of public resources dispositions.We can be from the establishment and improvement of social donation incentive mechanism,increase with the third sector,business cooperation and other aspects to increase the sources of Funds for universities.At the same time,we puts forward the system analysis methods for precise supply of public resources,so that several links from input,output and feedback can be analyzed with the large data,cloud computation technologies in order to be integrated into an organic whole.In such a way,we will achieve a fair,reasonable,efficient and accurate supply.In order to improve the supervision mechanism,it can be carried out from several aspects,such as increasing the authority of the party committee,perfecting the supervision procedure and so on.
